The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) is pleased to announce an open competition for organizations interested in protecting the freedoms of expression and association of environmental defenders in Africa (referring to Sub-Saharan Africa) through targeted advocacy efforts and strategic litigation.
Proposed projects should seek to target up to three countries in Africa, with at least one focus country being Angola, the Democratic Republic of the Congo (DRC), Tanzania, or Nigeria.
Program activities should include:
- Strategic litigation targeting national and/or multilateral institutions, such as the UN, AU (including the ACHPR and African Court), and ECOWAS, on climate-related challenges with the goal to influence governments, companies, and decision-makers to change their laws, policy, and/or practices.
- Deployment of innovative advocacy to pressure governments and multinational corporations to abide by international and national commitments to uphold environmental protections
- Localized outreach campaigns to educate citizens and create awareness on consequences and the impacts on livelihoods as a result of a of lack of environmental protection
- Inclusion of young or female environmental activists and connecting them with high-level and legal actors leading discussions on environmental protections

Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
- DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
- Applications submitted by for-profit entities may be subject to additional review following the panel selection process.
- Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards. Profit is defined as any amount in excess of allowable direct and indirect costs.
