The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs INL is seeking applications from qualified U.S. and non-U.S. based non-governmental (NGOs)/non-profit organizations for a Cooperative Agreement to implement a program entitled “Logistical Support for Law Enforcement Projects in Southeast Asia.”
Project Goals
The goal of the award is to provide timely, responsive logistical support of distinct law enforcement assistance projects throughout the region. The selected organization will work closely with designated project managers to determine logistical support needs, including: arranging travel and events, providing reimbursements to individual participants and trainers, and other duties. The selected organization will continuously advise the designated project manager on the expenditure of funds, and when needed, work to prioritize activities to avoid over committing resources.
Objectives
In Southeast Asia, INL supports multiple projects aimed at building the capacity of justice sector, civil society, and police actors. This project requires:
- coordinating travel for host-nation officials to participate in trainings and capacity building activities in Burma, Indonesia, Laos, Malaysia, Thailand, Vietnam, the United States, or other international locations;
- coordination of travel of U.S. Subject Matter Experts (SMEs) and instructors to the training locations to deliver courses;
- provision of venues and other logistics support for trainings and workshops;
- effective tracking of courses delivered and individuals trained, broken out by gender and by institutional affiliation
Funding Information
- The anticipated total federal funding amount is not to exceed $1,000,000.
- The period of performance is two (2) year with an anticipated start date of September 2020.
Target Populations
Applicants should identify target audiences, specific demographics, and the region(s) in which the project will be implemented. It is particularly important to specify the approximate number of beneficiaries to be directly and indirectly impacted by project activities.
Eligibility Criteria
- U.S. non-profit organization meeting the provisions described in Internal Revenue Code section 26 USC 501(c) (3). Applicants in the process of registration must submit proof that they are seeking non-profit status from the Internal Revenue Service at the time of proposal submission. Should the applicant be selected for an award, funding will be contingent upon 501(c)(3) status;
- Local, in-country, non-profit organizations;
- Must have demonstrated experience implementing similar programs, preferably in Asia. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal awards.
- Applicants must have the ability to communicate with host-nation participants and conduct evaluations in the relevant local language(s) and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant.
- Applicants must be able to demonstrate legal ability to operate in the relevant countries, whether through the lead applicant or another member of the consortium/a sub-applicant.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
Note: Public International Organizations (PIOs) and For-Profit Organizations are excluded from applying to this grant announcement.
