The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to combat high-impact crimes in Mexican states along the U.S.-Northern Mexico border, including Tamaulipas, Chihuahua, Coahuila, Nuevo Leon, and Sonora.
Project Goal: SSPs along the U.S.-Mexico border improve policies and procedures to better respond and prevent homicides and other high-impact crimes, thereby helping support safer communities and disrupt TCOs activity.
Objectives
- Objective 1: Improve understanding of the high-impact crimes in the Mexican states on the U.S.- Mexico border and the relevant SSP’s policies and procedures to respond to and prevent these crimes.
- Activity 1: Assess the three most pressing high-impact crimes affecting each of the Mexican states on the border and the drivers of this violence.
- Activity 2: Analyze the policies and procedures each SSP has taken to respond to and prevent the high-impact crimes.
- Objective 2: Develop state-specific strategies, based on the assessments and analysis above, that would allow the SSPs to achieve tangible successes in combatting the identified high-impact crimes.
- Objective 3: Implement the developed strategies, to include technical assistance and practical recommendations, to reduce homicides and high-impact crimes in the identified states. This includes generating sufficient political will with SSPs to implement the strategies.
Project Vision
- Analyze high impact crimes in the states on the U.S.-Mexico border and map the states’ efforts to prevent and respond to these crimes. This should include thoughtful assessment of the drivers of these violent crimes as well as a detailed mapping of procedures each state’s Secretaría de Seguridad Pública (SSP) has taken to address these crimes.
- This analysis will serve as the basis for the design and possible implementation of state-specific strategies to improve state policies and procedures to prevent and respond to these crimes. The strategies should include technical assistance and practical recommendations to improve the performance of the SSPs in preventing and responding to these crimes. INL will first review the assessment and proposed strategies before moving into the implementation stage.
