The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs INL is seeking applications from qualified organizations for a Cooperative Agreement to implement a program entitled “Logistical Support for Rule of Law and Citizen Security Projects in Honduras.”

The purpose of this award is to provide travel and logistics services on behalf of capacity building projects implemented by INL in Honduras.

The goal of the award is to provide timely, responsive implementation of distinct rule of law, citizen security, and law enforcement projects. The selected organization will provide programmatic, logistical, and administrative support and work closely with designated project managers to determine implementation needs, arrange travel and events, and provide reimbursements to individual participants and trainers. The selected organization will continuously advise the designated project manager on the expenditure of funds, and when needed, work to prioritize activities to avoid overcommitting resources.

Objective 1: Provide travel and logistics support to INL capacity building projects in Honduras

INL supports multiple projects aimed at building the capacity of justice sector, civil society, and police actors. This project requires coordinating travel for participants for trainings in the United States, Colombia, Mexico, or other Central American or Caribbean countries; travel of trainers from these locations into the target country to deliver courses; provision of venues for classroom trainings and workshops, and effective tracking of courses delivered and individuals trained, broken out by gender and by institutional affiliation. In addition to traditional trainings and events, the selected organization will also support travel and reimbursement for host country law enforcement actors deployed on raids, stakeouts, and other operations, as well as longterm Colombian technical advisors embedded within Honduran institutions.

The selected organization will work with identified project managers to plan and coordinate travel, events, and reimbursements related to this objective, including the activities below:

Funding Information

INL expects to award one grant agreement based on this NOFO, in an amount not to exceed $9,000,000 for the initial project period of one year. The anticipated start date is November 1, 2020 and INL may extend the award up to four additional years contingent on INL priorities, good performance of the recipient, and funding availability.
