The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs INL is seeking applications from qualified U.S. and non-U.S. based non-governmental (NGOs)/non-profit organizations or Educational Institutions for a Cooperative Agreement to implement a three (3) year program entitled “Security and Law Enforcement Exchange Program” to develop and manage a series of learning and knowledge exchange modules that involve professional development, training, and capacity-building activities in multiple cities across the United States, Mexico and distance learning tools using online platforms approved by the Department of State (DOS).
Training modules of professional exchange will refer to an in-person study tour program, online webinars, online lecture series and a workshop in a training academy in Mexico. The first year of the program will refer to online approaches only. In-person study tour programs can start on the second year of the program if conditions of COVID 19 pandemic allow.
Project Goal
- The goal of this project is to provide high-quality training on and exposure to the following areas but not limited to, community policing, internal affairs, gender-based violence, prevention, leadership skills and best practices. Approach and facilitate interdisciplinary dialogues among criminal justice and allied professionals about U.S. best practices in responding to and
- implementing community policing, internal affairs, gender-based violence prevention, effective recruitment strategies, administering a respected department, data-driven policing, obtaining and maintaining standards either by an accreditation process or other means, strategic and tactical approaches to community policing, leadership, prisons, accountability and transparency in government institutions, prosecutions of public corruption cases, sanctions of administrative official misconduct, investigations on public corruption, government auditing and best practices and their potential application within the context of Mexican efforts to improve Mexican police agencies. The above should create a multi-dimensional professional development and capacity-building opportunity for Mexican law enforcement professionals.
- This project is intended for police professionals who are looking to improve their organizations. These professionals would also include judges, prosecutors, police managers and police officers who are working in Mexican Public Safety agencies, state anti-corruption agencies, Federal Attorneys’ General offices, Mexican law enforcement agencies, auditors and comptrollers.
Funding Information
- The anticipated total federal funding amount is not to exceed $4,000,000.
- The period of performance is three years with an anticipated start date of March/April 2021.
Eligibility Criteria
Eligibility for this NOFO is limited to:
- Applicants that qualify to receive U.S. grants (such as U.S. not-for-profit/nongovernmental organizations (NGOs) or U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign-based educational institutions, with the ability to develop and successfully implement a project in Country X and meet INL’s reporting requirements. Organizations must also be able to demonstrate current (or pending) country registration in Country X, if required by the country of project implementation.
- Applicants must have demonstrated experience implementing similar education or capacity building programs, preferably in Mexico. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in Spanish and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant and other members as sub-award partners.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period.
