The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is currently inviting applications for a program entitled “Tunisia Amended Criminal Procedure Code Implementation” with an aim to enhance the performance and capacity of Tunisia’s justice institutions. This includes the development of a professional and sustainable criminal justice system that is accountable to the Tunisian people, respects human rights and civil liberties, and provides equitable access to justice.
This project aims to support the recent reform of the Tunisian criminal procedure code to reinforce the rights of detainees through training and technical assistance. The project will enhance fair access to justice through the application of innovative procedures that respond to the reformed criminal procedure code in police stations and pre-charge detention centers. These procedures include granting suspects the right to a lawyer from the onset of detention, and a shortening of the maximum pre-charge detention period.
Objectives
- Improve access to justice through strategic collaboration and coordination among key actors.
- Increase awareness for criminal suspects of their rights and the responsibilities of key actors under the new criminal procedure code.
- Improve operational effectiveness of key actors by improving their capability to properly implement the new criminal procedure code.
Funding Information
The anticipated total federal funding amount for the first award is not to exceed $1,000,000. The period of performance is twelve (12) months with an anticipated start date of September 2016.
Eligibility Criteria
- Applicants that qualify to receive U.S. grants (such as U.S. not-for-profit/non-governmental organizations (NGOs) or U.S. based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign based educational institutions, with the ability to develop and successfully implement a project in Tunisia and meet INL’s reporting requirements.
- Organizations must also be able to demonstrate current (or pending) country registration in Tunisia, if required by the country of project implementation.
- Applicants must have demonstrated experience implementing similar education or capacity building programs, preferably in Tunisia. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in French, Arabic, and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time
