The U.S. Department of State, Bureau of International Narcotics-Law Enforcement (INL) invites applications for Virtual Training for Criminal Justice Sector in Pakistan program to strengthen capacity of Pakistan’s law enforcement, counter narcotics, and justice institutions.
Under conditions of a protracted pandemic, INL seeks to support Pakistani government partners through virtual training to build skills to disrupt and deter drug trafficking and other crimes, strengthen the resilience of law enforcement agencies and public confidence in the rule of law.
INL strongly encourages applicants to focus on a small subset of these ten areas in order to be able to design and implement training of appropriate caliber, necessary refinement for the local context, and sufficient dosage in terms of number of trainings delivered.

Eligibility Criteria
- Eligibility for this NOFO is limited to organizations that were directly invited by INL to submit an application.
- Applicants must belong to one of the following organization types:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institutions
- Additional Eligibility Considerations:
- To be eligible for a grant award, in addition to other conditions of this NOFO, organizations must have a commitment to non-discrimination with respect to beneficiaries and adherence to equal opportunity employment practices.
- Organizations may form a consortium and submit a combined proposal, however one organization should be designated as the lead applicant and other organization(s) listed as sub-recipient partner(s).
