The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking applications from qualified U.S. based non-governmental (NGOs)/nonprofit organizations or Educational Institutions for a Grant to implement a program entitled “Western Hemisphere Regional Transnational Crime.”
Purpose
- This project will provide assessments on anti-corruption and anti-money laundering as well as the impact of interventions on these topics in Central America, South America, Mexico, and the Caribbean. This project will also support an assessment and mapping of criminal networks at the hemispheric, sub-regional, and national level.
- This project consists of three major components. Applicants can apply to one, two or all three components listed below:
- Component I – Anti-corruption Baseline Analysis and Assessment of Best Practices.
- Component II – Financial Crimes Baseline Analysis and Assessment of Best Practices:
- Component III – Criminal Networks Research and Analysis.
Program Goals
To understand the scope of corruption, financial crimes, and criminal networks in the Caribbean, Central America, Mexico, and South America; and to derive an enhanced understanding of effective interventions available to address these complex challenges, including an enumeration of existing international and national legislative tools.
Objectives
- Objective 1: Research and map the scope of corruption and effective interventions available to address them in the region.
- Objective 2: Research and map the scope of financial crime and effective interventions against financial crimes in the region.
- Objective 3: Research and map existing criminal networks in the region and their modus operandi.
Funding Information
- The anticipated total federal funding amount is not to exceed $920,280 in total funding.
- The period of performance is one (1) years with an anticipated start date of September 2020.
Targeted Populations
Applicants should identify target audiences, specific demographics, and the region(s) in which the project will be implemented. It is particularly important to specify the approximate number of beneficiaries to be directly and indirectly impacted by project activities.
- Applicants that qualify to receive U.S. grants (such as U.S. not-for-profit/nongovernmental organizations (NGOs) or U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign based educational institutions, with the ability to develop and successfully implement a project in the Western Hemisphere region and meet INL’s reporting requirements.
- Applicants must have demonstrated experience implementing similar education or capacity building programs in the region. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations and research in Spanish and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant and other members as sub-award partners.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period.
