The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs, is seeking applications from qualified U.S. and non-U.S. based non-governmental (NGOs)/non-profit organizations or Educational Institutions for a grant to implement a program entitled “Advancing Legal Reasoning and Writing in Moldova.”

Project Purpose
The top foreign policy priority of the United States in Moldova is to help the Moldovan people achieve their Euro-Atlantic aspirations and support Moldova’s efforts to become a secure, stable, and prosperous nation based on rule of law. The U.S. Embassy’s mission in Moldova is firmly committed to increasing the capabilities, transparency and independence of the Moldovan justice system by helping to strengthen rule of law.
The overarching goal of this project is to support the continued development of the criminal justice system and actors in Moldova. The project is comprised of the following specific goals, objectives and corresponding activities.

Project Objective and Activities
  • Objective 1: Develop and support implementation of a full-year legal reasoning, research and writing course in the law faculties of selected Moldovan public and private universities.
    • Activity 1: Working closely with appropriate local stakeholders, develop the curriculum for an intensive, highly practical, full-year legal reasoning, research and writing law faculty course.
    • Activity 2: Design and implement a ToT program to develop the abilities of Moldova
    • university law faculty instructors to effectively deliver the full-year legal reasoning, research and writing course.
    • Activity 3: Support initial implementation of the full-year legal reasoning, research and writing course in at least 4 university law faculties, including at least 2 law faculties outside Chisinau, during the 2021-22 school year
    • Activity 4: Support initial implementation of the full-year legal reasoning, research and writing course in at least 4 additional university law faculties (beyond the at-least-4 implemented in the prior year), reflecting reasonable geographic dispersion throughout Moldova, during the 2022-23 school year.
  • Objective 2: Support expansion of the impact of the legal reasoning, research and writing course to other law faculty courses.
    • Activity 1: Support law faculties of Moldovan public and private universities to infuse concepts, elements and adapted practical exercises from the full-year legal reasoning, research and writing course into other law faculty courses.

Applicants should identify target audiences, specific demographics, and the region(s) in which the project will be implemented. It is particularly important to specify the approximate number of beneficiaries to be directly and indirectly impacted by project activities.
