The National Institute of Corrections (NIC) is seeking applications for funding under the Fiscal Year (FY) 2021 Emerging Leaders in Middle Management – Virtual Instructor-Led Training Development and Pilot Program. This program furthers NIC’s mission by planning, developing, delivering, and supporting capacity-building for mid-level leadership training in the field of corrections.
Through this cooperative agreement, NIC seeks to provide the corrections community with a leadership enhancement course focused on mid-level managers using a series of four to six, 90 to 120-minute virtual instructor-led training sessions in conjunction with individual pre-course leadership assessments, inter-session assignments, and personalized leadership enhancement plans. This program will develop, enhance and expand mid-level management leadership training and technical assistance for federal, state, local, and tribal correctional agencies.
Goals
- This program aims to advance operational safety and security by enhancing mid-level managers’ leadership through innovative training and technical assistance.
Objectives
- Develop a virtual instructor-led leadership enhancement training curriculum using synchronous and asynchronous modules for mid-level managers applicable to all disciplines within correctional facility settings.
- Pilot the new virtual instructor-led mid-level management, leadership enhancement training curriculum and strategy.
- Collect and analyze post-pilot delivery feedback from participants, instructors, and project team members.
- Apply final revisions and edits to the VILT curriculum.
Funding Information
- NIC expects to make one award for as much as $165,000.00 for a 12-month project period.
Eligibility Criteria
- NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education).
- Recipients, including for-profit organizations, must agree to waive any profit or fee for services.
- NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients.
- The applicant must be the entity with primary responsibility for administering the funding and managing the entire program.
Specific Requirements
The awardee shall actively work with NIC program managers to determine the suitability of SMEs. Final determination rests with NIC program managers.
- Instructors/SMEs must have specific knowledge and experience in leadership enhancement instruction and at least five years of experience working in a senior leadership position in a corrections environment.
- Awardee shall distribute participant guides and associated materials for all training and training-related events in print and electronic format to all participants. Awardee should anticipate providing all project team members, including NIC program managers, printed and electronic copies of all guides and associated project materials as requested.
- Awardee shall, throughout the duration of the award period, maintain regular, routine contact with NIC program managers regarding programmatic and deliverable progress. This includes, but is not limited to:
- At a minimum, schedule and conduct monthly virtual meeting updates, providing NIC program managers with information about deliverable status, challenges, areas where assistance is required, etc.
- Quarterly progress reports are required; adhering to the written requirements and prescribed schedule outlined in the award documents.
- Provide appropriate documentation of meeting (e.g. planning sessions, focus groups, etc.) outcomes to NIC program managers.
