Call for Applications: Ireland-Mexico Human Rights Partnership Fund 2019

The Embassy of Ireland in Mexico has launched an open call for applications to the Ireland-Mexico Human Rights Partnership Fund 2019 to support local non-governmental organisations to carry out small-scale development projects that address the root causes of poverty and injustice in a strategic and cost effective manner.

Objectives

The fund supports interventions that contribute to:

• Strengthening the voice of local communities to influence policy decisions that impact upon them and implementation at local, state and federal levels;
• The promotion and realisation of human rights;
• The improvement of livelihoods and security; Improved access to essential services;
• The promotion of women’s empowerment and gender equality, including initiatives to tackle gender based violence and women trafficking.

In applying to this fund, applicants should explain how the project will make a particular contribution to at least one of the above objectives. However, it is not necessary that an intervention contribute to all objectives.

Funding Information

Pursuant to Irish and EU priority areas and in line with Ireland’s most recent UN Universal Periodic Review recommendations to Mexico, the Embassy invites project applications under the following three headings:

1. Impunity: Funding of €10,000 will be provided to one project or €5,000 for two projects with the objective of:
   • tackling the issue of impunity at federal and/or local level

OR

1. • Increasing/promoting access to justice (with a particular focus on the families of the disappeared)
2. Women, Peace and Security: Funding of €10,000 will be provided to one project or €5,000 for two projects with the objective of:
   • Promoting/Advancing/Supporting women under the priorities of the UN Women Peace and Security Agenda
3. Human Rights Defenders and Journalists – Freedom of Expression: Funding of €10,000 will be provided to one project or €5,000 to two projects with the objective of:
   • Promoting and protecting the rights of Human Rights Defenders

And/Or

• • Promoting and protecting the rights of Journalists

Eligibility Criteria

Applications will only be accepted from Mexican, locally managed not for profit organisations that are independent of the state and are formed voluntarily by members of society to address the root causes of poverty and injustice in their respective communities. This includes:

1. Locally Registered NGO; registered as a trust or society with relevant authority to receive funds from a foreign source.
2. Community Based Organisation; registered as a trust or society with relevant authority to receive funds from a foreign source.
3. Non Profit Company or Corporate Foundation; with relevant authority to receive funds from a foreign source.
4. Faith Based Organisations involved in development work and registered as a religious trust or charitable trust or society with relevant authority to receive funds from a foreign source. Where developmental and religious work is convergent (e.g. schools/training run by faith based organisations) enforcement of non-discrimination policies should be documented in the application.
5. Co-operative

Ineligible

The following activities will NOT be eligible for funding:

• Interventions that are primarily welfare support(s) and that are clearly not sustainable without external support.
• Individual or family support
• Major infrastructural schemes for e.g. dams, roads, hospitals (but is not limited to this list).
• Educational scholarships including study or research fellowships
• Projects that involve evangelisation for the proselytising of religious beliefs
• Retrospective Expenditure (i.e. cost incurred prior to the date of submission of the application)
• International Travel
• Emergency projects that are in response to natural or human disasters.
• Marketing, fundraising and entertainment
