Call for Applications: Strengthening Prevention and Response to Gender Based Violence in Bangladesh

The European Commission (EC) has launched a call for applications to strengthen the prevention and the response to sexual and gender-based violence at the public and workplaces.

Objectives

• The global objective of this call for proposals is: Women, men, girls and boys, in all their diversity, are free from all forms of gender-based violence in public spheres, the work place and online.
• The specific objective(s) of this call for proposals is to strengthen the prevention and the response to sexual and gender-based violence at the public and workplaces.

Priorities

• The priorities of this call for proposals are:
  • Prevention of and protection from all forms of sexual and gender-based violence in the public spheres, in the work place and online through legislation and effective enforcement.
  • System strengthening and safeguarding approach to respond to all forms of gender-based violence, including sexual harassment and bullying, in educational institutions, workplaces and the transport sector.
  • Civil society, workers and young people are agents of change to transform discriminatory social norms and gender stereotypes that perpetuate gender inequality and gender-based violence.
• Any proposal is required to address all three priorities under this call.

Sectors or Themes

• The actions must relate to the thematic priority ‘Ensuring freedom from all forms of gender-based violence in the public and workplace.’

Funding Information

• The overall indicative amount made available under this call for proposals is EUR 4 800 000. The contracting authority reserves the right not to award all available funds.
• Size of grants
  • Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
    • minimum amount: EUR 4 700 000
    • maximum amount: EUR 4 800 000

Duration

• The initial planned duration of an action may not be lower than 48 months nor exceed 60 months.

Eligible Activities

• Types of activity that may be financed under this call (the list is not exhaustive):
  • Promote the legal framework and compliance with the 2009 High Court Directive to addressing sexual harassment.
  • Support the establishment and ensure the functionality of Sexual Harassment Prevention Committees in educational institutions and workplaces.
  • Provide support to workplaces and educational institutions to develop policies related to the prevention, response and reporting of GBV, sexual harassment and bullying incidents.
  • Support private sector (RMG and other industries and workplaces) including educational institutions to develop a functional grievance mechanism (investigation/ inquiry process and committee formation for decision-making).
  • Strengthen the capacity of managers, supervisors, and human resource personnel in the factories to improve the reporting/follow-up mechanisms to respond to sexual harassment, bullying and GBV in workplaces.

• Actions must take place in the following country: Bangladesh.

Eligibility Criteria

• Lead applicant(s)
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person or an entity and
    • be non-profit-making and
    • be established in a Member State of the European Union or any other country as stipulated by the NDICI-Global Europe Regulation, Article 28(1),
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
• Co-applicant(s)
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
  • Co-applicants must sign the mandate form.
• Affiliated entities
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
      • Entities affiliated to an applicant may hence be:
        • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
        • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
        • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,) as the proposed affiliated entities.
