The United Nations Development Programme is accepting applications for Civil Society Organizations in the Central African Republic Working in the Legal Aid Sector in Bangui and the Regions.
Objectives
- The UNDP aims to capitalize on the achievements and lessons learned in terms of legal aid since 2015 by strengthening the access of victims and populations to all transitional justice mechanisms, in particular victims of gender-based violence and violence. sex based on gender.
- The objective is to guarantee better access for victims and vulnerable populations to legal aid, psychosocial assistance and judicial assistance services in a context where the complementarity of transitional justice mechanisms must be strengthened for the benefit of victims and populations.
- Welcome, listen, inform and guide vulnerable populations and victims who seek the services of legal clinics in Bangui and in the regions;
- Provide legal advice and ensure that populations and victims are informed of their rights and obligations and benefit from legal and judicial assistance;
- Manage and operate clinics by integrating management based on the traceability of beneficiary files; Strengthen the knowledge of populations on their rights of access to justice and transitional justice mechanisms;
- Provide psychosocial support to people requesting it and refer cases to the relevant authorities, in particular hospitals;
- Advise people on formal and informal mechanisms for settling disputes, including through the establishment of a conciliation or mediation mechanism.
- Inform the population and the victims about the transitional justice mechanisms in place (CPS and CVJRR) and transmit the information to the competent institutions and mechanisms;
- Collaborate with state and non-state structures, including the PSJ Thematic Group 3 on strengthening the demand for justice, the Central African Bar Association, the CPS, the CVJRR, the UMIRR, the justice and security services and the local and traditional jurisdictions, Collaborate and ensure coordination, in particular to ensure case referral and conflict resolution mechanisms;
- Support local organizations and administrations to ensure ownership and sustainability of activities;
- Conduct ongoing advocacy with local authorities to inform them of the activities of legal clinics and to promote respect for human rights, in particular access to justice and legal aid.
The technical proposal must contain the following elements
- Information relating to the NGO (including status, NGO name, address, name of the person in charge, telephone, etc.);
- Context analysis;
- Places of intervention and justifications;
- Description of the project, namely the activities and the expected targets/indicators (on the indicators:
- develop data collection indicators in connection with the proposed project, the justice sector policy and the Law on legal aid) Chronogram of activities;
- The proposed approach/strategy, including for strengthening complementarity with GT3 and all legal aid actors, the CPS, the CVJRR, courts and informal justice actors and on the other hand to ensure full and real attendance at or at the legal clinic;
- The management arrangement (clearly define the management structure, tasks and responsibilities in terms of coordinating the activities of the legal clinics (example: main coordinator, the financial and administrative manager, etc.)
- Monitoring and evaluation mechanism and coordination of activities by the coordinator;
- Risk matrix;
- Explain how the results obtained will be sustained;
- Complementary project(s): ongoing or recent activities that complement or fit with the proposed project;
- Experience of the organization: description of the capacity and experience of the organization to implement the project including information on legal aid experiences (include a list of similar projects carried out in the past and indicate the partners/donors/amounts);
- If the tenderer has already set up legal clinics, its technical proposal must clearly integrate the implementation of recommendations from previous evaluations;
- Have been audited by an external auditor during the last two years, the conclusions of which present the budgetary and financial management capacity of the organization;
Targeted Areas
- The targeted areas relate to Bangui and the regions proposed by the tenderer. The initial duration of this submission is set at 12 months.
Eligibility Criteria
- Justify a legal existence in the form of a non-profit association under Central African law and be authorized to practice in the Central African Republic;
- A national NGO that meets the first condition can submit a joint proposal with an international NGO as long as the international NGO is authorized to operate in the Central African Republic;
- An international NGO is not eligible if it submits a submission alone;
- Have legal personality in the Central African Republic attested by official operating documents and recognition at the provincial/national level;
- Demonstrate the financial solvency of the organization.
Technical Criteria
- Have proven experience and expertise of at least 3 years in the field of psychosocial, legal and judicial assistance in the CAR or in transitional justice;
- Relevance of the overall proposal;
- Present a real organizational and structural capacity and financial management;
- Justify satisfactory execution of previous partnerships concluded with bilateral or multilateral cooperation organizations over the past 3 years, through services whose degree of satisfaction is certified by the sponsors;
- Demonstrate a strong capacity for mobilization and coordination among all legal aid actors or in the formal justice sector or informal justice;
- Have an existing office/structure or justify a presence in the area of intervention with a capitalization of existing staff, residing in the area and having a perfect knowledge of the geography and the key issues of the environment.
