The Global Community Engagement and Resilience Fund (GCERF), in collaboration with the Country Support Mechanism (CSM) in Tunisia is pleased to announce a call for expressions of interest for academic institutions, research centres, think-tanks and non-profits to become a GCERF Local Knowledge Partner (LKP) through GCERF’s Core Funding Mechanism (CFM).
In line with the programming priorities of the Government of Tunisia, GCERF is funding initiatives which aim to increase resilience to radicalisation and violent extremism through increased social cohesion and community agency.
Geographically, GCERF new round of funding in Tunisia is focused on the regions of Gafsa, Jendouba, Kasserine, Kef, Sidi Bouzid and Tunis. GCERF program seeks to create integrated community systems needed to improve trust between local communities and government and security actors.
The LKP will be an integral part of GCERF’s programming approach in Tunisia with focus on grants monitoring and evaluation, capacity assessment and strengthening, and operational research aimed at enhancing creation and utilisation of evidence by internal and external stakeholders.
Funding Information
- GCERF intends to sign an agreement of 250K USD by end of 2022. The grant will be provided via GCERF’s Core Funding Mechanism.
- The grants will be a minimum of 36 months.
Outcomes
- This theory of change will result to the following Programmatic Outcomes:
- Outcome 1: State and non-state actors in the five target populations in target communities can work collaboratively to address VE-related issues, some of the common drivers of migration and VE (Violent Extremism), and this engagement leads to increased trust and cooperation between state and non-state actors.
- Outcome 2: Sustainable networks of experienced multi-sector PVE actors (including state and non-state actors) and PVE plans are developed in target areas, and can be funded sustainably, ensuring ongoing VE challenges can be addressed effectively.
- Specifically, the LKP is expected to complete the following deliverables at the end of its tenure:
- Capacity building in Monitoring, Evaluation and Learning for GCERF grantees
- Third-Party Monitoring and evaluations
- Learning, operational research and policy
Eligibility Criteria
- School aged youth (young girls and boys between the age of 14-18).
- Un- or under-employed Youth (young women and men between 19 and 35).
- Religious, Tribal and Community Actors.
- State Actors (Local Authorities and Security and Justice Actors).
- The LKP should be a direct grantee or a consortium of academic institutions, research centers, and/or think tanks led by a PR (Principal Recipient) which will be responsible for providing subgrants to other consortium members (Sub-Recipients). The organisation should have a presence in Tunisia.
- The leading organisation of this grant is expected to be a non -profit organisation, but profit organisations can still be part of the consortium as sub-recipients.
