International Organization for Migration (IOM), has announced this Call for Expression of Interest (CEI) to select proponent(-s), hereinafter referred to as the “Implementing Partner(-s)” among qualified non-governmental organizations (NGOs) for further implementation of IOM projects, hereinafter referred to as the “Activities”, targeted at providing a robust response to the needs of conflict-affected communities and population.
Almost eight years since the onset of hostilities in the eastern part of the country, Ukraine continues to deal with the major complexities that characterize its dynamic path towards nation-wide socio-economic recovery and decentralization. Amidst the escalation of hostilities of 2022, most of the recently empowered local administrations lack the capacities to assess and address the critical needs of their communities. The ambitious reform process must therefore be strengthened at the local level, be based on inclusive governance, and compounded with relief resources to be readily distributed upon need in the rapidly expanded crisis.
In an effort to contribute towards more resilient Ukrainian communities, IOM proposes to facilitate the enhancement of gender-sensitive data gathering, inclusive decision-making, and participatory governance capacities at the local level in Ukraine. Individuals will be trained on data gathering, hromada administrators on preparedness and response, and community members on advocacy and engagement with local government counterparts.
Sector(s) and Area(s) of Specialization
- Community stabilization (including but not limited to trainings, workshops and community activities arrangement. Access throughout the oblast(s) identified in the proposal is required.
Funding Information
- The IP will purchase all equipment and supplies as in-kind support for local community activities. Each selected activity will be developed during the dialogue sessions to address locally prioritized needs, and pre-approved by IOM. Grants will not exceed UAH 260,000/7000 USD each.
- The duration of all activities will be no more than 12 months.
Tasks to be performed under this agreement
- Trainings will be organized on four different topics, with a trainer(s) contracted for each topic. All trainers must attend the five-day Training of Trainers organized by IOM before cascade trainings occur. IOM may provide the selected IP with the lists of already identified trainers to contract OR the IP will have to identify and contract the future trainers themselves.

- The Implementing Partner (IP) will be responsible for all logistics of the trainings and dialogue sessions, including coordination with local administration for use of equipped facilities, with venue rental planned as secondary option, trainer technical equipment such as laptop and projector or other IT supplies, refreshments for coffee breaks and lunches, supplies and visibility. IOM will provide all designs, logos and branding in advance.
The IP will provide IOM, from each training:
- Participant information sheet (desegregated by age, gender, special needs) in digital form
- Signed attendance sheets
- Signed consent forms
- Photos and videos of activity
- Pre- and post-test results compiled in excel
- Training evaluation results compiled in excel
- Trainers’ reports
Expected Results
- IOM will cover the needs in the abovementioned areas of specialization through diversified range of activities. Thus, activities in “Transition and Recovery: Community Stabilization” sector would significantly improve the ability of benefiting population to being more resilient to multidimensional shocks. These activities will lead to communities stabilization through arrangement of trainings, dialogue sessions and grants for benefiting population ) in Oblasts.
Locations
- IOM seeks implementing partners already operating in the oblasts of Zakarpatska, Lvivska, Kyivska, Poltavska, Dnipropetrovska, Kharkivska, Zaporizka, Mykolaivska, Sumska and Chernihivska for the implementation of a series of trainings, dialogues, and small in-kind grants.
Eligibility Criteria
- Proponents should be non-governmental organizations (NGO) registered with the appropriate government agencies and shall be able to implement humanitarian activities. Proponents must submit copies of their government registration documents.
- As a minimum requirement, the Implementing Partner(-s) should have majority of their key professional staff have at least two years of relevant experience preferably gained in the location where the proponent intends to serve as IOM’s implementing partner. Preference will be given to proponents whose key professional staff are on permanent employment contracts or at least have a stable working relationship with the proponent.
- Proponents shall not be involved in terrorist act/criminal activities or associated with individuals and/or entities associated with terrorist act/criminal activities. For this purpose, proponents shall not be included in the proscribed list of individuals and/or entities as contained in the 1267 Committee of the UN Security Council Counter Terrorism Committee (CTC).
- The documentary evidence of the proponent’s eligibility to bid shall establish to IOM’s satisfaction. IOM reserves the right to ask the proponents to submit additional documents to enable IOM to fully evaluate the eligibility of the proponents.
