The United Nations Development Programme (UNDP) has launched the call for expressions of interest for the Recruitment of an institution for the training of 500 Rural Youth as part of Activities to Promote Income Generating Activities (AGR).
The UNDP Project in charge of integration and support for entrepreneurship of rural youth”, targeting young rural men and women in the communes of Ferrier and St Raphael, located in the Northeast and North departments of Haiti, wishes through this call for expressions of interest (AMI), to select a local institution from the communes of St Raphael and Ferrier which will be responsible for the training of 500 young rural people as part of activities to promote Income Generating Activities ( AGR).
In order to respond to these challenges and promote the socio-economic inclusion of rural youth, the United Nations Development Program (UNDP) has developed a project called “Insertion and support for entrepreneurship of young rural people”, targeting young men and women from the communes of Ferrier and St Raphael, located in the North-East departments and North Hai. This project aims to support their professional integration and improve their training to meet local needs while encouraging economic initiatives.
As part of the second component of the project, it is planned to support youth entrepreneurship. This activity aims to promote the socio-economic inclusion of vulnerable young men and women (aged 18 to 35), including people with disabilities, through support for IGAs (Generative Activities). of Income). This will be an immediate solution to the persistent challenge of underemployment in rural areas of Haiti by improving the productivity and income of self-employment in the informal sector.
Objective
- Recruit a training institution that would ensure the implementation of the activity.
- Specifically:
- Identify young beneficiaries
- Support the development of their income-generating activities (AGR);
- Strengthen their capacities in business management and development of business plans.
Duration
- The mission is planned for a duration of 6 months not exceeding November 30, 2024.
Expected Results
- The expected results from the implementation of this activity are:
- A cohort of 500 young men and women holding AGRs, 20% of whom are people living with a disability, receive financial and technical support to expand their activities;
- Close monitoring is carried out in order to support beneficiaries for better use of transferred funds;
- A monitoring report on the evolution of the situation of beneficiaries is available at the end of the project.
Tasks
- Identification of Beneficiaries, with 20% of people living with a disability
- Support the project team in the identification of eligible vulnerable young people through an appropriate methodology validated by UNDP. The identification of beneficiaries must contain baseline data on the initial situation of each beneficiary in order to measure the effect of the support provided;
- Carry out a mass communication campaign in targeted areas to encourage the registration of vulnerable young people, including women and people with disabilities;
- Select beneficiaries based on eligibility criteria related to poverty and vulnerability among those who submit a registration form.
- Activity Management:
- Identify and evaluate potential Income Generating Activities (IGA) for each beneficiary;
- Create the final list of beneficiaries for training and receipt of financial support in collaboration with UNDP;
- Develop monitoring tools for beneficiaries, in particular monitoring the implementation of the concepts learned and the use of the fund;
- Propose an agenda for carrying out field monitoring in close collaboration UNDP;
- Support the team to facilitate the transfer of funds to selected young people to develop their AGR, and ensure transparent and effective use of the resources;
- Monitor the use of funds by providing support and regular monitoring to young entrepreneurs to help them develop their businesses sustainably;
- Develop a monitoring and evaluation report on the evolution of the company after the receipt of funds.
- Capacity Building:
- Design and implement training on life skills and management micro-enterprise for beneficiaries;
- Integrate modules for preventing Gender-Based Violence (GBV) and the empowerment of women in training sessions;
- Propose an agenda for carrying out training in close collaboration with UNDP
- Support participants to put into practice the concepts learned during training to strengthen their AGR;
- Organize mentoring sessions in small, restricted groups taking into account the sector of activity and proximity to support the personal and professional development of young entrepreneurs.
Eligibility Criteria
- Being an institution with a legal existence or having an act justifying its existence operating in Haiti, in the targeted area would be an asset;
- Having general experience of at least 5 years in the field of training engineering in the context of community development. She must have at least three experiences of the same nature and complexity similar to these services over the last five (5) years.
- Proven experience in the management and implementation of training for vulnerable communities in the area of promoting IGA, entrepreneurship or other related area.
- Have proven experience in facilitating and leading training workshops. training in one or more of the selected themes.
- The institution must mobilize a team composed of a project manager, principal vis-à-vis the UNDP, and a field team with the required expertise to carry out the activities.
- The project manager must have experience in project management, capacity building and monitoring-evaluation.
- The other members of the team must have basic qualifications, including a university level and experience in community mobilization and business support.
- Experience in agronomy and economics in the team would be an asset.
- Ability to work with vulnerable populations, including youth, women and people with disabilities.
- In-depth knowledge of the Haitian context and socio-economic challenges faced by rural communities.
- Have proven oral and written communication skills.
