The United Nations Development Programme (UNDP) in Turkmenistan, within the framework of the global project on “Strengthening Resilience to Violent Extremism in Asia” (STRIVE Asia) has launched a Call for Low Value Grant Proposals/Applications among public associations, registered in Turkmenistan, to support initiatives and action plans of vulnerable youth at pilot cities of the project.
As part of the implementation of this competition, it is planned to support, through small grants, youth action plans/events at the local level in the target areas of the project, namely in the pilot cities: Ashgabat, Dashoguz, Mary, Tejen, Turkmenabad, and Turkmenbashi. Priority will be given to human rights and youth public associations, as well as public associations led by women.
Purpose
Supporting youth initiatives through public associations to improve the socio-economic inclusion of vulnerable youth and involve them in making socially important decisions at the local level, in order to eliminate factors such as social pressure, a sense of inability to be heard, influence the decision-making process, a sense of powerlessness, lack of benefits in the existing social infrastructure, and support decent work initiatives.
Thematic Areas
Examples of possible project areas are listed below, but are not limited to:
- Psychological and social support for vulnerable youth.
- Development of professional and personal skills of vulnerable youth that contribute to decent employment.
- Counseling centers for vulnerable youth.
- Volunteer centers, etc.
Schemes
The grant competition will be implemented according to the following scheme:
- Wide public awareness in social networks and on the website of UNDP in Turkmenistan.
- Formed applications should be sent to UNDP in Turkmenistan.
- After the deadline for submitting applications, they will be evaluated by the members of the Grant Evaluation Commission established by UNDP. Based on the results of the meeting of the Grant Evaluation Commission, the approved bids will be supported at the expense of the UNDP project.
- After receiving financial resources by grantees, the implementation of projects begins.
- UNDP conducts regular monitoring of the implementation of approved projects.
Funding Information
Low value grants are up to 50,700 manats each.
Target Audience
The target group of grant projects is young people from 14 to 30 years old who are in a difficult life situation and need support to be involved in the life of the local community. This may include young people who do not work and do not participate in vocational training, as well as young people with disabilities.
Eligibility Criteria
- Only registered public associations in Turkmenistan can participate in the competition.
- The applicant bears all costs associated with the preparation and submission of the application for the implementation of the small grant. UNDP shall in no event be liable or liable for these costs, regardless of the outcome of the call for proposals.
- The declared project idea and project activity must comply with the statutory goals and statutory activities of the organization.
- Maximum amount of one grant is 50,700 (fifty thousand seven hundred) manats. All prices must be indicated in national currency (in manats).
- Each public association can submit both a separate project for a specific pilot city, and a project covering two or more pilot cities.
- Each public association may apply for one or more grants. If public associations have applied for two or more grants, they must develop the same number of project proposals for funding.
- Financing of the approved projects will be carried out under the Small Grant Agreement signed between UNDP and the winner of the small grant competition, through bank transfers to the official account of the winner in local currency (manat) in one tranche according to the schedule specified in the project proposal.
- The grantee is fully responsible for the payment of taxes arising from the agreement with UNDP.
- The project implementation period should not exceed 3 months.
- UNDP in Turkmenistan reserves the right to exercise control over the spending of targeted funds and project implementation.
- The application for participation in the grant competition must be completed in accordance with the grant application form and the project proposal must be completed in accordance with the attached format and guidelines for its completion.
- Within the requested budget, administrative costs should not exceed 10%.
- Project implementation period (including reporting): June – August 2022.
