The Embassy of France in Haiti is launching a call for projects intended to finance Haitian civil society organizations working to promote the civic, social and economic rights of women within the framework of the Fund for innovative projects of civil societies and coalitions of actors.
The PISCCA Fund is the preferred instrument of the Cooperation and Cultural Action Service (SCAC) of the French Embassy to promote the strengthening, structuring and professionalization of organizations from Haitian civil society
Objectives
- It pursues the following objectives:
- Encourage local and sustainable development projects;
- Promote innovative initiatives led by civil society;
- Strengthen the capacities of civil society;
- Encourage networking and synergies between actors in the field.
To achieve this, it primarily supports long-term sustainable and economically viable development projects, carried out by civil society organizations (CSOs) in order to increase their credibility as development actors and forces for mobilization and proposals. Successive external evaluations reveal the relevance of supporting CSOs through this mechanism.
Themes
- This call is oriented on themes related to the promotion of the civic, social and economic rights of women in Haiti as well as those relating to their sexual and reproductive rights and health. The applicant CSO will develop its proposal on one or more of the following themes:
- Empowerment of women and participation in economic life: In Haiti, the unemployment rate is higher among women, reflecting their difficulties in accessing the job market. They are more likely to perform precarious work in the informal sector and are pushed into so-called “feminine” occupations which are relatively unskilled, low-productivity, poorly paid, without adequate social protection and which are an extension of housewives. In addition, due to family, parental or marital constraints, keeping women in vocational training is more uncertain.
- Fight against gender-based violence: According to the EMMUS VI report on domestic violence, twentynine percent (29%) of women aged 15-49 have suffered acts of physical violence since the age of 15 years old. Among this 29% of women, 26.2% are girls aged between 15 and 17 years.
- Women’s social and political leadership: Haitian women play an important role in social struggles, in denouncing corruption and abuse of power. They very often take courageous and progressive positions on citizen issues that agitate Haitian society. Indeed, the Haitian constitution establishes a quota principle of at least 30% of women at all levels of national life, particularly in public services, while the 50th Haitian legislature had only one woman in the Senate.
- Sexual and reproductive rights and health: this theme concerns projects that focus on issues of respect for the sexual and reproductive rights of each and everyone: the right to lead a safe and freely chosen sexual life; the right to have access to a full range of family planning services; or the right to live free from sexual violence and with respect for one’s bodily integrity.
Funding Information
- The amount of funding allocated from the PISCCA envelope can go up to €70,000.
- Duration: In the context of this call, the duration of the implementation of the project proposal is 12 months minimum and 18 months maximum.
Geographical Areas
- The call extends throughout the national territory. Particular attention will be paid to provincial CSOs or projects implemented in the regions. However, national security conditions will be one of the elements that will be considered during the selection process. In the event that the examination of a project leads to questions or reservations, an interview could be carried out with the organization that presented it in order to obtain assurances on the relevance of the project and on the capacity of the promoter to do so. carry out.
Eligibility Criteria
- Project leaders: This call for projects is addressed to organizations working to promote women’s social and economic citizenship rights, more specifically to women’s organizations in Haitian civil society, but any actor in civil society can present projects, including actors businesses with limited profit motives (such as social enterprises).
