Applications are invited for the Pacific Fund, managed by the Permanent Secretariat for the Pacific and included in the budget of the Ministry for Europe and Foreign Affairs (MEAE). It aims to promote economic, social, scientific and cultural cooperation in the Pacific and the regional integration of New Caledonia, French Polynesia and the Wallis and Futuna Islands.
The Fund is dedicated to regional cooperation actions with the countries and organizations of Oceania. It supports other cooperation programs and regional cooperation actions carried out by French territories in the Pacific, or actions carried out by regional organizations in the Pacific. The projects financed must pursue the general objective of integrating overseas communities in the region, and concern at least one French territory and one third country.
For the year 2021, projects with a sufficient size and likely to have a lasting impact will be sought as a priority .
Themes
The priority themes remain:
- Projects contributing to health security (fight against endemic diseases, non-transmissible or due to infectious vectors) or food security (management of fishery resources, etc.).
- Projects allowing French communities to be involved in the fight against climate change and disaster risk prevention.
- Economic projects implementing the know-how of French communities or benefiting them and contributing to the strengthening of economic exchanges at regional level.
In the aforementioned areas, projects to advance equality between men and women will be carefully examined.
Eligibility Criteria
Any organization, institution, association, administration or company whose projects meet the vocation of the Pacific Fund can benefit from subsidies
Criteria
The Pacific Fund intervenes in the co-financing of projects, and its contribution may not exceed 50% of the overall expenditure. Several financing methods are possible: direct contribution from the project beneficiary, intervention of other donors, provision of material and human resources. This cofinancing must be confirmed upstream, when the file is put together. The leverage effect of the Pacific Fund will be an assessment criterion.
Grant applications must be submitted according to the model project sheet downloadable from the website of the High Commission, accompanied by the model budget framework duly completed. The files must be written in French.
The simplified standard budgetary framework must be respected for the submission of the file as well as for the preparation of the financial report (the same items must appear there, with justification of any discrepancies observed).
- The valuation of services in kind provided by the grant beneficiary may be taken into account up to a percentage of 20% of the overall expenditure. This item must clearly appear in the estimated budget.
- Neither the contribution from the Pacific Fund, nor the base on which it is calculated, must include the “management costs” of the beneficiary organizations. The allocated subsidy must allow, as a priority, the implementation of a project and not contribute to the functioning of an organization.
- In the same vein, the basis for calculating the Fund’s contribution must not retain the fixed salary costs of the beneficiary organization, beyond the rate granted for a possible valuation and to the exclusion of one-off costs. related specifically to the project, such as vacancies, fees or specific contracts.
