Call for Proposals: Ambassador’s Fund for HIV/AIDS Relief (AFHR)

The U.S. Embassy Tanzania’s PEPFAR Office is pleased to announce that funding is available through its Ambassador’s Fund for HIV/AIDS Relief (AFHR) with funding from the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).

The PEPFAR Tanzania Small Grants Office welcomes proposals from registered beneficiary-led non-profit Tanzanian organizations such as Community Based Organizations (CBOs), Civil Society Organizations (CSOs), Faith Based Organizations (FBOs), or Non-Governmental Organizations (NGOs).

PEPFAR Tanzania invites proposals for projects on one or more of the following:

• Address structural barriers to accessing HIV services, (e.g., stigma and discrimination, violence, poverty, educational attainment).
• Promote PrEP and/or self-testing demand and uptake.
• Adherence to HIV care and support
• Treatment literacy for PrEP, Antiretroviral treatment, and/or viral load
• Address HIV stigma and discrimination at the community level
• Address harmful gender norms at the community level.

Categories

• Categories of eligible beneficiaries are listed:
  • Adolescent Girls and Young Women (AGYW)
    • AGYW are girls and women between ages 10-24.
  • Pregnant and Breast-Feeding Women (PBFW)
    • PBFW include women during pregnancy, labor, and delivery and throughout the entire breastfeeding period.
  • Key and Vulnerable Populations (KVP)
    • KVP include women at high risk, men at high risk, fisher folk, people who inject drugs, uniformed services, and prison inmates, and other stigmatized populations.
  • People Living With HIV (PLHIV)
    • PLHIV includes any person living with HIV who need to be supported with a wide range of client centered HIV care and treatment services.

Funding Information

• Total available funding $300,000
• Award amounts Grants can be between $5,000 and $24,999 USD (Budget should be submitted in Tanzanian shillings and is calculated on the daily exchange rate if awarded
• Length of performance period 12 months

Eligibility Criteria

• The PEPFAR Small Grants Office welcomes proposals from registered non-profit Tanzanian organizations such as
  • Community Based Organizations (CBOs)
  • Civil Society Organizations (CSOs)
  • Faith Based Organizations (FBOs)
  • Non-Governmental Organizations (NGOs).
• Organizations must provide proof of their TIN registration or their tax-exempt certification.
• Organizations must be beneficiary-led.
• Organizations selected for funding are required to have a direct impact in their local community and have community support in the form of funding, labor and/or other services.
• Selected organizations must be able to establish clear performance goals, indicators and timely project deliverables that can be externally verified. Funded organizations are also required to monitor, measure and report results achieved in accordance with PEPFAR’s reporting requirements. Once the grant is over, the organization must be able to continue its own or with other funding from the community and/or other donors.

Types of Projects Not Eligible For Funding

• Projects relating to political or specific religious activity.
• Sponsored by an individual or a for-profit organization.
• Projects focused on adolescent girls (mentoring, income-generating activities, school retention, etc.) in DREAMS districts (Muleba DC, Msalala DC, Ushetu DC, Shinyanga DC, Shinyanga MC, Kahama TC, Nyamagana DC, Mbarali DC, Kyela DC, Mbeya CC, Mufindi DC, Iringa MC, Bukoba MC, and Tunduma TC).
• Projects related to community-led monitoring.
