With funding provided by the Austrian Development Agency (ADA), the Austrian Association of Cities and Towns (AACT) and KDZ – Centre for Public Administration Research are implementing the programme “Capacity Building in the Countries of the Western Balkans and the Republic of Moldova”. It will be implemented in the period 01.12.2014 – 30.11.2017, with the aim to strengthen the governance structures of the countries in the region and to prepare them for possible accession to the European Union, with focus on local and regional governments.
The Programme is based on two relevant regional strategies, EU Strategy for the Danube Region and SEE 2020 Strategy. It will strengthen networking of towns and cities in the Danube region and Western Balkans but also assist fostering of governance for growth in line with the Europe 2020 Strategy.
It is implemented through two measures:
- Fund for know-how transfer actions for building administrative capacities in Danube region and Western Balkans (BACID)
- LOGON-Danube Local Governments Democracy Network.
BACID aims at strengthening the capacities of the entities in the non-EU countries of the Western Balkans and Moldova in order to introduce and implement the EU acquis relevant to local and regional governments.
Funding Information
- The Fifth Call for Proposals merges the funds available for 2017 and the total amount available is € 60,000. Consequently, it shall be the last Call to be implemented within the current BACID programme.
- The maximum amount of grant available per action is € 6,000.

Activities
The following types of activities are eligible for funding:
- Expert support and mentoring;
- Workshops, seminars and training;
- Elaboration of reports, studies, surveys and other documents (e.g. guidance, roadmap, model decision, etc).
Eligibility Criteria
Applicants
The Applicants have to fulfill the following conditions:
- Be a legal person registered in Austria OR in one of the target countries (Albania, Bosnia and Herzegovina, Former Yugoslav Republic of Macedonia, Montenegro, Serbia, Kosovo, Moldova).
- Austrian Applicants may be a public or private institution/company, including both business sector and non-profit making organizations, while Applicants from the target countries have to be non-profit making.
- Be established at least twelve months before launching of the Call for proposals.
Partners
- Since the main purpose of the grant programme is the transfer of know-how from Austria to the region, at least one institution from the target country has to be involved in design and implementation of the action, either as Lead Applicant or Partner.
- In case the Lead Applicant comes from the target country, at least one Partner has to be from Austria. The action may include more Partner institutions from one or more beneficiary countries.
- The Partner institutions must fulfill the same conditions as the Applicants.
- As part of the application package, the signed Partnership Agreement between Applicant and Partner/s has to be submitted (using the template available in the Application Package).
- Partner organization may differ from direct beneficiaries of the action, that can be any actors active in the life of local community in the selected topic, including local or regional governments, ministries, public utility companies and other public bodies, as well as SMEs, civil society organizations and similar.
