The United Nations Development Programme (UNDP) Libya has launched a Call for Proposals to engage an International Non-Governmental Organization (NGO) as a Responsible Party to support selected municipalities, provide temporary employment, and promote local economic recovery within the Project.
“Strengthening Local Capacities for Resilience and Recovery”, funded by the EU Trust Fund for Africa.
The objective is to implement cash for work projects providing immediate income to the most vulnerable segments of the population in Tawerga and Kikla through projects prioritized in consultation with the municipalities, including – but not limited to – rehabilitation of facilities and waste management.
UNDP aims to initiate an emergency employment – Cash for Work – an approachwhich provides an immediate access to income generating opportunity for vulnerable populations –displaced people, resident community and migrants, and the most vulnerable youth and women among them.
Municipalities targeted: Populations in Tawerga, Kikla including – to the extent possible – local vulnerable populations, such as women, returnees, IDPs, youth, conflict affected population, migrantand refugees. Selection of the targeted groups is to be delivered in coordination with the municipalities and local stakeholders. Eligible proposals will be those targeting at least 200 as beneficiaries.
Rehabilitation projects: Tawerga and Kikla’s small and medium facilities, other services identified together with the municipalities and local stakeholders.
Funding Information
- The overall indicative grant pool amount made available under this Call for proposal is US Dollars 300,000.00 targeting at least 200 direct beneficiaries.
- Timeline: 6 months, including 20 working days for targeted workers, and rapid impact assessment.
Eligibility Criteria
The applicants have to meet the following minimum criteria:
- International Non-governmental, charitable, non-profit organization operating in Libya in humanitarian or development projects for at least one year;
- At least 1 proven project in implementing Cash for Work, including e-vouchers, mobile money, not limited to Libya, is required.
- Geographical areas of operation of the NGO matches the selected municipalities (Tawerga, Kikla), or capacity to scale to the selected municipalities.
- Previous experience in grant administration from the UN agenciesis a strong asset.
- Previous experience in conducting safety & security training, handling the safety equipmentis a strong asset.
- Availability of human resources that will ensure due quality and timely implementation of the contract.
