The European Commission (EC) is seeking applications for Coordination program in the prevention of gender violence in line with the Sustainable Development Goals (SDG) in the Dominican Republic (C-PREV) is a budget to support operation (sector reform contract) through which it supports government efforts to address the high prevalence of gender-based violence (GBV).
Program Objectives and Priorities
- The overall objective of this call for proposals is to support proposals that seek to ensure a meaningful, coordinated and active participation of civil society and the private sector in promoting an innovative campaign with a communication for development (C4D) oriented approach. that has a national impact, on the prevention of gender-based violence within the framework of the Strategic Plan for a Life Free of Violence for Women of the Ministry of Women.
- The specific objectives are to promote prevention and awareness of gender-based violence in all its manifestations, taking advantage of Information and Communication Technologies (ICTs), social networks and other available traditional means of communication.
- The priorities of this call for proposals are:
- Promote awareness of gender-based violence and its manifestations, as well as its causes and consequences with a comprehensive and intersectional approach;
- Promote changes in social norms, practices, behaviors and attitudes that promote discrimination, inequality, violence and cultural stereotypes, in relation to the prevention of gender-based violence.
Funding Information
- The total indicative amount allocated to this call for proposals is EUR 500,000. The Contracting Authority reserves the right not to award all available funds.
- Amount of subsidies
- Grants requested under this call for proposals [will not exceed the maximum amount indicated ] [will be between the following minimum and maximum amounts]:
- Minimum amount: 475,000.00 EUR
- Maximum amount: 500,000 EUR
- The grants requested within this call for proposals will be comprised between the following minimum and maximum percentages of the total eligible costs of the action:
- Minimum percentage: 95% of the total eligible costs of the action.
- Maximum rate: 100% of the total eligible costs of the action.
General and operating Principles
- The call will finance proposals that respect the human rights-based approach (RBA). The EBD is a work methodology based on internationally recognized human rights and oriented to the promotion and protection of human rights in practice. An EBD integrates the standards and principles of international human rights law in the plans, policies and processes of development programs and projects and applies to all sectors, modalities and steps of the project cycle – identification, formulation, execution, supervision and evaluation. Therefore, all proposals submitted to this call must be designed with this approach in mind.
- Gender equality is an integral part of the rights-based approach and encompasses the promotion, protection and fulfillment of all human rights. An initiative is transformative when it pursues the dismantling of power relations in order to generate changes in social and cultural paradigms that produce and perpetuate inequality and discrimination in a given context. The Gender Action Plan III (GAP III 2021-2025) proposes a transformative and intersectoral approach, and integrates the gender perspective in all policies and actions. Its objective is to address the structural causes of gender inequality and discrimination, and for this reason also through the active participation of men and boys in the fight against gender norms and stereotypes. Finally, in order to leave no one behind, the action plan aims to address all the cross-cutting dimensions of discrimination, paying special attention, for example, to women with disabilities, migrant women and discrimination based on age or sexual orientation. .
- All actions should aim to achieve sustainable results, in order to ensure that the current impact extends beyond the funding period. The proposed actions must be designed to produce concrete results that respond to clearly defined needs and constraints. Therefore, it is necessary to establish clear objectives, directed strategies and intervention methodologies that incorporate complementarity, coherent and adequate activities to deal with the identified problems. Setting specific, measurable, achievable, relevant and time-bound (SMART) objectives is an obligation applicable to all EU development and cooperation actions.
Activity Types
- Activities eligible for a grant under this call must:
- Pursue the objectives and priorities;
- Avoid duplication and/or overlapping of responsibilities and roles with local authorities or sectoral institutions or other projects in execution;
- Promote strategic alliances between Civil Society Organizations and private sector entities.
- The types of activity will include all those related to the design, implementation and monitoring of a campaign to prevent and raise awareness of gender-based violence.
Eligibility Criteria
- To be eligible for a grant, the lead applicant must:
- Be a legal person;
- Not for profit;
- Belong to the specific category of non-governmental organization or civil society organization (CSO) or a network, platform or other type of coalition of CSOs;
- Be directly responsible, with their co-applicants and affiliated entities, for the preparation and management of the action and not simply act as intermediaries;
- The main applicant must be constituted under the legislation in force in the country of registration for at least two (2) years prior to the presentation of the proposal.
- Potential applicants who are in one of the situations listed in section 2.6.10.1 of the Practical Guide are not eligible to participate in calls for proposals or be eligible for a grant.
Co-applicants
- The co-applicants will participate in the design and execution of the action, and the costs they incur will be eligible in the same way as those incurred by the main applicant.
- Co-applicants must meet the eligibility criteria applicable to the lead applicant himself.
- In addition to the categories mentioned the following will also be eligible:
- In this call no nationality restrictions apply to the co-applicant(s).
- If the grant contract is awarded, the co-applicants (if any) will become beneficiaries of the action (together with the coordinator).
- In addition, please note that contracts cannot be awarded or signed with those applicants included in the lists of EU restrictive measures.
