The Global Center on Cooperative Security (Global Center) is seeking proposals from civil society organizations (CSOs) in Southeast Asia to undertake initiatives focused on elevating the role of women in preventing and countering violent extremism (P/CVE).
This small grants funding opportunity is one element of a broader program, coordinated by the Global Center and funded by the Government of the Netherlands, aimed at strengthening the networks, capacity, and resolve of women and women-led organizations in Southeast Asia to prevent and counter violent extremism at the local and national levels.
The lessons and experiences derived from projects funded under this small grants component will help to inform recommendations for policymakers and practitioners working to advance a gender dimension in national-level P/CVE action plans and strategies in Southeast Asia.
Funding Priorities
The proposed projects must meet at least two of the following criteria:
- Highlight and advance the efforts of women in Southeast Asia working (directly or indirectly) to prevent and counter terrorism and violent extremism;
- Enhance the knowledge and capacity of policymakers, law enforcement practitioners, and civil society actors to integrate a gender dimension and promote women’s participation and inclusion in P/CVE policy and programming;
- Generate programmatic and/or policy ideas to further strengthen gender-sensitive counterterrorism and P/CVE understanding and capacity in Southeast Asia.
Eligibility Criteria
Proposals that meet all of the following criteria will be considered:
- Must be between USD $10,000 to $20,000.
- Be submitted by a non-profit entity or organization formally registered to operate in one or more of the following countries: Indonesia, Malaysia, Myanmar, Philippines, and Thailand.
- Have a specified timeline of 6-8 months and must be completed by 30 April 2018.
- Include monitoring and evaluation measures to assess proposed activities and results.
Eligible Activities
- Training for policymakers, practitioners, and/or civil society organizations on gender sensitive P/CVE policies and programming;
- Socialization of local and national governments, communities, and civil society organizations on the need to integrate a gender dimension in P/CVE policies and programming;
- Research that explores the roles of women in violent extremism and P/CVE at the local and national levels and entry points/barriers to their involvement;
- Improving policy frameworks and mechanisms that promote gender inclusion and women’s engagement in P/CVE at local and national levels;
- Gender-sensitive P/CVE interventions, including through education, arts and culture, conflict mediation, etc.
