My Justice will take a community driven and consultative approach to access to justice that empowers beneficiaries to seek justice and strengthens capacities of legal/justice service providers to better serve people’s justice needs.
They aim to balance local context knowledge, with globally-recognized evidence about successful programming in the justice sector.
This Call for Proposals seeks to build on these civil societies led efforts and aims to support the transitional justice agenda in Myanmar to move forward. It will further contribute and link to Myanmar Sustainable Development Plan Goal on Peace, National Reconciliation, Security and Good Governance, and specifically to promote greater access to justice, individual rights and adherence to the rule of law, as well as Sustainable Development Goal.
Objectives
My Justice seeks to support rights-based CSOs to meet the following objectives:
- Gain increased awareness, general knowledge, and expertise on transitional justice;
- Gain exposure and learn from comparative transitional justice experiences and lessons learned from across the South East Asia region.
- Understand how specific transitional justice mechanisms and approaches function and their potential relevance for Myanmar;
- Promote discussion, dialogue, and debate on transitional justice within Myanmar, with particular focus on the needs and challenges faced by women in engaging on these issues.
- Broaden engagement on transitional justice in Myanmar to new groups, for example academics, artists, and youth;
- Design and conduct research related to transitional justice to feed into policy debate and move a transitional justice agenda forward in Myanmar;
- Take a participatory, people-centered, gender-sensitive, inclusive and a do no harm approach, factoring in the political sensitivities of engaging on transitional justice issues in Myanmar
Funding Information
- The proposals must be between USD $250,000 and $350,000.
- Must be for a period of no more than 2 years.
Outcomes
- More people are reached through rights-based legal awareness activities;
- More and higher quality legal aid and ancillary services are available to women, poor and vulnerable people;
- Selected justice mechanisms are better able to provide fair and effective remedies in response to community needs;
- Justice policy development is responsive to and informed by evidence and community needs.
Eligibility Criteria
To be eligible to apply for this grant, applicants must fulfill the following criteria:
- Be an established non-governmental organization with experience of working and an established presence in Myanmar;
- Possess demonstrated technical experience and expertise on transitional justice in the South East Asia region, including the design of delivery of training and mentoring programmes;
- Proven working relationships and networks with leading civil society actors engaged in transitional justice in Myanmar;
- Strong track-record of participatory, rights-based support to civil society organizations in Myanmar
- Demonstrate a commitment to serving communities, particularly the poor and marginalized, in accessing justice, addressing transitional justice issues, and strengthening gender equality and social inclusion for vulnerable groups;
- Demonstrate a willingness to work cooperatively and collaboratively with My Justice as well as governmental, non-governmental, and development partners to holistically address transitional justice issues in a sensitive manner;
- Demonstrate experience of delivering a project of a similar type, value and scale in Myanmar;
- International organizations must demonstrate successful experiences of mentoring and guiding locally-led and owned programming, and must include a plan for transitioning to local leadership and management by the end of year one, and transitioning to local ownership by the end of the programme;
- Only one application per lead organization is permissible. Applications from a consortium or alliance of organizations are welcome but must demonstrate prior consultation and agreement of the consortium or alliance.
Ineligible costs
The following costs are not eligible under the My Justice grant:
- Head office costs including running and management costs relating to head offices located outside Myanmar
- Consultancy fees, honorariums, trainer fees and other supplementary remuneration payments in respect
of staff members. For individuals designated as staff only salary costs which are detailed in the contract of employment can be charged to the programme - Depreciation costs relating to fixed assets
- Costs which are not evidenced by appropriate supporting documentation including invoices, receipts and contracts
- Bonuses paid to staff including 13th month salary and performance bonuses.
- Loans to staff and others
- Debts and provisions for losses
- Interest owed
- Items already financed in another framework or funded by other donors
- Purchases of Land, buildings or vehicles
- Construction work
- Cost incurred before and after the official grant period (unless permitted by a Special Condition or otherwise noted in the grant agreement or correspondence)
- Expenditure in excess of the grant amount
- Entertainment, amusement, social activities, ceremonials and related costs including meals, accommodation, rentals, transportation, and gratuities
- Bribes, contributions, donations, or gifts to individuals or organisations including tips, small money, tea money and under the table payments
- Compensation to individual employees that is not reasonable for the services rendered or that does not conform to the established policy of the organisation
- Bad debts and related collection and legal costs
- Fines or penalties resulting from violations of, or failure to comply with local law
- Goods and services for personal use of employees (e.g. personal travel)
