Call for Proposals: European Instrument for Democracy and Human Rights (Bangladesh)

The European Commission is calling proposals for European Instrument for Democracy and Human Rights.

Priorities

The Communication puts forward three priorities for the EU:

• Enhancing efforts to promote a conducive environment for CSOs in partner countries;
• Promoting meaningful and structured participation in programming and policy processes to build stronger governance and accountability at all levels;
• Increasing local CSOs’ capacity to perform their roles as independent development actors more effectively.

Type of Lots

• Lot 1: EIDHR-CBSS
  • The global objective of Lot 1 is to support and empower civil society in protecting and promoting women and girls’ full enjoyment of human rights, gender equality and the empowerment of women and girls.
  • The specific objective of Lot 1 is to enable Civil Society Organisations (CSOs) to support the promotion and protection of gender equality, women’s rights and prevent gender-based violence at public and work places.
• Lot 2: CSO as Actors of Governance and Development in Bangladesh
  • The global objective of Lot 2 is to enhance the ability of civil society to participate in the governance and development process in Bangladesh.
  • The specific objective of Lot 2 is to Strengthen Civil Society Organisations’ role and capacity in local governance.

Funding Information

• The overall indicative amount made available under this call for proposals is EUR1,295,000.00.The amount available under each of the two Lots is specified here under.
• Indicative allocation of funds by LOT:
  • The overall indicative amount made available under Lot 1 is EUR 800 000.00
  • The overall indicative amount made available under Lot 2 is EUR 495 000.00
• For LOT 1: EIDHR-CBSS
  • Any grant requested under this call for proposals must comply with the following-
    • Minimum amount: EUR 790 000.00
    • Maximum amount:EUR 800 000.00
  • Any grant requested under this call for proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:
    • Minimum percentage: 80% of the total eligible costs of the action.
    • Maximum percentage: 95 % of the total eligible costs of the action.
• For LOT 2: CSO AS ACTORS OF GOVERNANCE AND DEVELOPMENT IN BANGLADESH
  • Any grant requested under Lot 2 must comply with the following-
    • Minimum amount: EUR 490 000.00
    • Maximum amount: EUR 495000.00
  • Any grant requested under this call for proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:
    • Minimum percentage: 70% of the total eligible costs of the action.
    • Maximum percentage: 90% of the total eligible costs of the action.

Eligibility Criteria

Lead applicant

• In order to be eligible for a grant, the lead applicant must:
  • LOT 1 – EIDHR CBSS
    • be a legal person and
    • be non-profit-making and
    • be a specific type of organisation such as: non-governmental organisation, a civil society organisation , (international organisation as defined by Article 156 of the EU Financial Regulation  are ineligible) and
    • be established any  territory as no nationality restriction applies to applicants and, if any, to co-applicants, and affiliated entities; and
    • public-sector non-profit-agencies, institutions and organisations and networks at local, national, regional and international level;and
    • comply with relevant legislation to be able to implement the Action;and
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary;and
    • have a minimum of three years of experience within the last five years in the area of the global objective, as well as in the priority area(s). Said experience should be in the form of dedicated advocacy actions and/or project implementation, with either or both of the priorities as the main focus.
  • For LOT 2: CSO AS ACTORS OF GOVERNANCE AND DEVELOPMENT IN BANGLADESH
    • In order to be eligible for a grant, the lead applicant must:
      • be a legal person;and
      • be non-profit-making;and
      • be a Civil Society Organisation ;and
      • be established in one of the following eligible countries/territories/beneficiaries:
        • EU Member States
        • IPA II beneficiaries
        • European Economic Area
        • Developing countries and territories, which are not members of the G20 group :
          • Least Developed Countries (LDCs)
          • Other Low Income Countries
          • Lower Middle Income Countries and Territories
          • Upper Middle Income Countries and Territories
          • Overseas Countries and Territories (OCTs) covered by Council Decision 2013/755/EU of 25 November2013 on the association of the overseas countries and territories with the European Union
          • Member States of the OECD (appendix 9)are also eligible when contracts are implemented in a Least Developed Country   or in a Highly Indebted Poor Country (HIPC) .
      • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary;and
      • have a minimum of three years of experience within the last five years in the area of the global objective, as well as in the priority area(s). Said experience should be in the form of dedicated advocacy actions and/or project implementation, with either or both of the priorities as the main focus.

Co-applicant(s)

• Co-applicant(s) participating in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
• Co-applicant(s) must satisfy the eligibility criteria as applicable to the applicant itself.
• Co-applicants must sign the mandate.
• If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary(ies) in the action (together with the Coordinator).

Affiliated entities

• The lead applicant and its co-applicants may act with affiliated entity(ies).
• Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s)
• Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
• This structural link encompasses mainly two notions:
  • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
    • Entities affiliated to an applicant may hence be:
      • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
      • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant
      • Entities under the same direct or indirect control as the applicant (sister companies).
  • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
