Call for Proposals: European Instrument for Democracy and Human Rights in Uruguay

The European Union (EU) is seeking proposals to strengthen the role of civil society in the promotion, protection and respect of human rights in Uruguay.

The specific objectives of this call for proposals are:

• Contribute to the prevention and fight against gender violence.
• The proposed actions should meet the specific objective and focus on the following priorities:
  • Ensure prevention and care services for victims of gender violence (VG).
  • Develop benefits that contribute to the empowerment of VG victims and the realization of their social, economic and cultural rights.
  • Develop actions in favor of the right to the protection of mental health and that are aimed at the promotion, prevention, treatment and rehabilitation, and that allow to create the necessary conditions for the exercise of the right to a dignified life of all people and particularly of those with mental disorder.

Funding Information

• The overall indicative amount allocated to this call for proposals amounts to EUR 800,000. The Contracting Authority reserves the right not to award all available funds
• The grants requested within this Call for Proposals will be included between the following minimum and maximum amounts:
  • Minimum amount: EUR 250,000
  • Maximum amount: EUR 400,000

Duration

The initial planned duration of an action may not be less than 36 months or more than 48 months.

Location

The actions will be executed in Uruguay.

Eligibility Criteria

Lead Applicant(s)

• In order to qualify for a grant, the lead applicant must:
  • Be a legal entity, and
  • Not be for profit and
  • Be a Non-Governmental Organization (NGO), and
  • Be directly responsible, with their co-applicants and other affiliated entities, for the preparation and management of the action and not simply limit themselves to acting as an intermediary;
  • Public bodies such as Ministries, Departmental or Municipal Governments, or International Organizations, are not eligible as applicants or co-applicants, but may participate as associates.

Co-applicant(s)

• The co-applicants will participate in the design and execution of the action, and the costs incurred will be eligible in the same manner as those incurred by the principal applicant.
• The co-applicants must meet the eligibility criteria applicable to the main applicant.

Affiliated Entities

• The principal applicant and its co-applicant (s) may act with affiliated entities.
• Only the following entities may be considered entities affiliated with the main applicant or co-applicants:
  • Only entities that have a structural link with the applicants (that is, the principal applicant or a co-applicant), especially if the link is legal or capital.
  • This structural link mainly covers two aspects:
    • The control, as defined in Directive 2013/34 / EU on the annual financial statements, the consolidated financial statements and other related reports of certain types of companies:
      • Thus, entities affiliated with an applicant can be:
        • Entities controlled directly or indirectly by the applicant (subsidiaries or first level companies). They can also be entities controlled by an entity controlled in turn by the applicant (second level subsidiaries) and the same applies to the following levels of control.
        • Entities that directly or indirectly control the applicant (parent companies). They may also be entities that control an entity that in turn controls the applicant.
        • Entities under the same direct or indirect control as the applicant (associated companies).
  • Membership, that is, the applicant is legally defined as, for example, network, federation or association in which the proposed affiliated entities also participate, or participates in the same entity (for example, network, federation or association, …) that The proposed affiliated entities.
