The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs INL is seeking applications from qualified U.S. and non-U.S. based non-governmental (NGOs)/non-profit organizations or Educational Institutions for a Grant/Cooperative Agreement to implement a program entitled “Community Based Policing Development in the Kyrgyz Republic.”
Objectives
The grantee shall implement a well-planned and well-coordinated community policing effort that leads to the Kyrgyz government to expand the LCPC model in non-INL supported communities. The community policing project shall pursue three major objectives:
- Strengthening the understanding of and support for community policing amongst key leaders within the Kyrgyz police and government (top-down) to guarantee future government funding and political support for LCPCs;
- developing police-local government-civil society problem-solving partnerships in supported communities (bottom-up) to identify, prevent, and resolve local community problems; and
- creating a strategy to sustain the cooperation between police and communities once formed (creating ownership within the group).
Funding Information
The anticipated total federal funding amount is not to exceed $500,000. The period of performance is one (1) year with an anticipated start date of April 1, 2021.
Target Population
Applicants should identify target audiences, specific demographics, and the region(s) in which the project will be implemented. It is particularly important to specify the approximate number of beneficiaries to be directly and indirectly impacted by project activities.
Eligibility Criteria
Eligibility for this NOFO is limited to:
- U.S. non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USG 501 (c) and can demonstrate current country registration in Kyrgyzstan. Applicants in the process of registration must submit proof that they are seeking non-profit status from the Internal Revenue Service at the time of proposal submission. Should the applicant be selected for an award, funding will be contingent upon 501 (c)(3) status; OR
- Local, in-country, non-profit organization, educational institution, or private institutions that can demonstrate current country registration in Kyrgyzstan, competent programmatic ability, and ability to meet INL reporting requirements;
- Applicants must have demonstrated experience implementing similar education or capacity building programs, specifically in designing community security based/community policing programming, preferably in Kyrgyzstan. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in Russian, Kyrgyz, and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant.
- Applicants must be able to respond to the NOFO and be able to mobilize in a short period of time.
- The grantee shall be responsible for project assessment, design, development, implementation, and evaluation. The Program Manager and SME(s) assigned to the program shall coordinate with the INL Director and Grants Officer Representative (GOR) in Bishkek. The INL Director and GOR will be actively involved in the project and will work closely with the grantee to assess, develop, design, implement, and evaluate the program. Activity design and budget information shall be made available to INL upon request.
