Enabel has launched a call for proposals for the Demand-Driven Skills Training in Palestine.
The Skills Development Fund call for proposal is part of the intervention “Skilled Young Palestine – Improving Resilience and Job opportunities for Youth (SYP)”. The SYP intervention aims to contribute to support Palestinian Youth in gaining economic autonomy and building their resilience. The intervention targets vulnerable areas in Palestine and aims to facilitate the transition to employment and self-employment through improving skills and competences among Palestinian youth.
Objectives:
The general objective of this Call for proposals is to improve the transition to employment and self-employment by improving the vocational skills and competences of youth employees or job seekers. This will be achieved through the provision of TVET training at Vocational Training Centres (VTCs) and other not for profit CVET providers, accredited by the Ministry of Labour.
The specific objectives of this Call for proposals are:
- Identify sectors, trades, and skills to be prioritized in vocational training and 21st century skills development for youth
- Identify sectors and trades to be prioritized for establishing partnerships between the private sector and vocational training providers
- Match the skills demand to the supply in the productive sectors existing in the Palestinian labour market via training and guidance
- Identify capacity gaps of the private sector in terms of vocational training and 21st century skills development of youth for the identified trades and sectors of vocational training centers and the private sector
- Encourage employers to invest in skills development
The expected results are:
- Decrease the mismatch between the demand and the supply of skilled workers through identifying and bridging skills gaps through vocational training and guidance
- Enhance the partnership between TVET providers and private sector
- Improve training standards and quality through applying WBL scheme Enhance the capacities of the VTC’s
Funding Information
- Amount of the financial allocation provided by the contracting authority The total indicative amount available under this Call for Proposals is 1.000.000 EUR (one million euro). The contracting authority reserves the right not to award all the available funds. Given the particularity of Palestine and the different characteristics of each of its localities, a regional approach is inevitable. This means that the fund will be divided into 3 lots (in line with the regions: East-Jerusalem, Gaza and the West-Bank) through this Call for proposal. The budget is divided as follows:
- LOT 1: East-Jerusalem: 200.000 EUR (two hundred thousand euro)
- LOT 2: Gaza: 300.000 EUR (three hundred thousand euro)
- LOT 3: West-Bank: 500.000 EUR (five hundred thousand euro)
Any grant application under this Call for Proposals must fall between the following amounts:
- minimum 20.000 EURO (twenty thousand euro)
- maximum of 200.000 EURO (two hundred thousand euro)
Principles
- Employability: Palestine has one of the highest literacy rates in the world amongst its population, yet young people are facing high unemployment rates. The SYP project aims to strengthen the resilience of youth in Palestine through increasing the employability rate.
- Demand driven training: To effectively reduce the skills mismatch,the skills needed in the labour market should be primarily defined by the private sector. A labour market study which has been conducted recently by Enabel and Optimum consultancy on the labour market in Palestine will provide an overview of the skills needed in the different sectors and occupations in the Palestinian labor market.
- Partnership: Since the main aim of setting up the SDF is to stimulate bottom-up initiatives and partnerships between training institutions(public or private not-for-profit training providers) and the private sector, the call will focus on sustainable and efficient partnerships between private sector companies and training providers which is beyond the simple mere provision of Work-Based Learning, and includes a meaningful participation of the private sector in curriculum development or adjustment; exchanging technical knowledge and expertise with trainers; designing or preparing the content of career guidance sessions and/or transversal skills trainings; and in the (final) assessment of trainees’ competences.
- Social inclusion: Social inclusion is the process of improving the terms for individuals and groups to take part in society and the process of improving the ability, opportunity, and dignity of those disadvantaged based on their identity.
Eligibility Criteria
Only organisations that meet the following criteria are eligible for the Call for proposals. Other proposals will be rejected.
- All applicants must:
- be a legal person; and
- be established or represented in Palestine; and
- be a public entity or
- be a non-profit private entity or a foundation or
- be a legal entity of private law for which profit maximization is not the priority objective
- The lead applicant needs to be a Private Sector Umbrella Organisation (PSUO), and;
- be directly responsible for the preparation and management of the action with the co-applicant(s) and not be acting as an intermediary and;
- have an active bank account for the past 24 months; and
- have audited financial statements (income statement and balance sheet) for the 2 previous calendar years of the last closed financial year
- The co-applicants must:
- be a Vocational Training Centre (VTC) or another not for profit training provider, accredited by the Ministry of Labour
