UNDP is calling for proposals for INGOs and NGOs Scaling Up Water Innovation for Climate Security in Northern Jordan.
The project will focus on the following countries to develop local capacity, deploy integrated solutions and support scale-up of climate financing: Egypt, Iraq, State of Palestine, Tunisia, Yemen, as well as a response to the Syria crisis in Jordan as a host country of Syrian refugees.
Objectives
- The objective of this assignment is to identify and nurture innovative water-security entrepreneurs and SMEs and to scale up water innovation for climate security in Mafraq and Jerash governorates to serve as a model that can be replicated and scaled up for longer-term sustainable development.
- The assignment is aiming to create additional job opportunities for Syrian refugees and their Jordanian host communities in the target governorates (Mafraq and Jerash) and will ensure that women are consulted at the community level and will be fully engaged in project activities.
Priorities
Through joint actions, the project would address two main priorities in the region that have been identified during the formulation process:
- to promote more integrated solutions for climate action that brings benefits across SDGs and for crisis prevention/recovery goals, and
- to scale up local partnerships and finance to this end. Through a combination of regional dialogues and technical assistance at the regional level, and innovation grants at the country level, the project would generate three key outcomes.
Funding Information
- Proposals amounts should not exceed 300,000 USD.
- The amount requested in the proposal should be commensurate with the organization’s administrative and financial management capabilities, that doesn’t exceed %10 of the overall budget. In principle, project duration will not exceed 12 months.
Outcomes
The assignment aims to achieve the following outcomes:
- Outcome (1): Local water innovation start-ups, entrepreneurs and SMEs are capacitated to nurture market ecosystem for climate security solutions. This will be achieved through the following outputs:
- Output 1.1: Locally developed water innovation start-ups, entrepreneurs and SMEs are mapped and assessed.
- Output 1.2: Business support training is provided to water innovation startups, entrepreneurs and SMEs to develop and refine market ready solutions.
- Outcome 2: Local climate security solutions piloted in Mafraq and Jerash. This will be achieved through the following outputs:
- Output 2.1: Inclusive, participatory community consultations conducted, and gender gap analysis and sustainability strategy developed to inform the development of local climate security pilots.
- Output 2.2: Community-managed pilot projects for water efficiency, on-site water reuse and reclaimed waste-water systems, soil water conservation and innovative water security technologies are implemented in selected demonstration communities.
- Output 2.3: Lessons learned are assessed and disseminated to enable replication and scaling up of successful climate security pilots.
- This assignment shall be implemented under the direct supervision and mentorship of UNDP Project Management Unit, National Project Focal Point at the Ministry of Water & Irrigation, and in close coordination and consultation with the concerned stakeholders, particularly in the Mafraq and Jerash municipalities.
Eligibility Criteria
- The parameters that will determine whether an INGO/NGO is eligible to be considered by UNDP will be based on the INGO/NGO Request for Information (RFI) template and the capacity assessment checklist (CACHE).
Selection Process
The UNDP will review proposals through a five-step process:
- determination of eligibility;
- technical review of eligible proposals;
- scoring and ranking of the eligible proposals based on the assessment criteria outlined in the previous section to identify highest ranking proposal;
- round of clarification (if necessary) with the highest scored proposal; and
- Responsible Party Agreement (RPA) signature.
