The United Nations Development Programme (UNDP) is seeking proposals from (CSOs), including NGOs for grants to implement Ecosystem-based Adaptation in climate-affected areas in Terekeka and Kapoeta; and enhance public knowledge and understanding on climate change issues, mitigation and adaptat in Juba.
UNDP, in partnership with the South Sudan Ministry of Environment and Forestry, UNEP and GEF, is implementing a project that focuses on priority areas identified within South Sudan’s Nationally Determined Commitments (NDC) and National Adaptation Plan (NAP), namely, agriculture, disaster risk reduction, environment, water resources, policy and institutional frameworks.
Components
- The three Project components are.
- Outcome 1: Institutional capacity for adaptation to climate change developed.
- Outcome 2: Ecosystem-based Adaptation strategies transferred to communities as part of an agreed land-use plan structured to reduce people’s vulnerability to climate change.
- Outcome 3: Strengthened knowledge base and transfer of knowledge on climate change effects and adaptation benefits.
- This call for proposals in under component 2 (Terekeka and Kapoeta); and Component 3 (Juba).
Objectives
- The project is to increase the resilience of vulnerable communities in two states in South Sudan to the observed and predicted impacts of climate change through a series of complementary interventions that will produce and disseminate knowledge on climate change adaptation to inform evidence-based decision-making in relevant sectors that are designed to generate sustained benefits beyond the project’s lifetime with a focus on capacity-building, community ownership, and knowledge generation and dissemination.
Objectives of the Request for Proposals
- The general objective of this call is to solicit experienced local partners to implement and transfer ecosystem-based adaptation knowledge to the communities under the proposed LDCF project.
- The project’s component 2: EbA adaptation strategies transferred to communities to reduce people’s vulnerability to climate change and increase community actions that protect the local ecosystems; and
- Component 3: Strengthened knowledge base and transfer of knowledge on climate change effects and adaptation benefits. These activities will be sustained beyond the project’s lifetime through the establishment of strong community leadership of the project.

- Lot 1: Activities specific to Kapoeta east and South
- Lot2: Activities specific to Terekeka
- Lot 3: Activities specific to Juba
Funding Information
- The budget should be detailed, complete, rational, and realistic, and must not exceed the equivalent of USD$200,000 each for Terekeka and Kapoeta and USD $ 70,000 for Juba.
- Project Duration: The Project duration is six months with possibility of extension depending of performance
Eligibility Criteria
- The CSO/NNGO/CBO must meet the following criteria to be eligible for selection:
- Be legally registered as CSO/NNGO/CBO with the Relief and Rehabilitation Commission (RRC)and in possession of a valid registration certificate.
- Mandate and founding document should be in line with the activities for which the fund is being sought.
- Have an established office in the proposed locations of implementation, as well as experience in implementing similar/related activities.
- The technical, operational and financial ability to effectively implement in proposed locations.
- Only ONE Lot per NNGO/ Consortium is acceptable.
Evaluation Criteria & Methodology
- Proposals will be evaluated based on the following criteria:
- Applications will be evaluated by the Grant Appraisal Committee against the following main criteria:
- Consistency with the Climate Adaptation Project objectives and expected outputs set out herein
- The proposal should address issues relating to climate adaptation, ecosystem-based adaptations, public awareness campaign on climate change.
- Likelihood of success;project feasibility and sustainability
- The proposal should clearly demonstrate sustainability after the grant period has finished, as well asin the absence of external funding.
- Capacity of the organization to implement the project;both institutional and financial
- The CSO/NNGO/CBO should demonstrate the ability to effectively manage grant funds as well as demonstrate institutional capacity necessary for project implementation. This may include, but is not limited to, equipment, facilities, competence and experience of personnel, and past record of managing similar projects.
- Comprehensiveness of the project description; product, plan and budget
- The proposal should clearly define a strategy for implementation, detailing a step-by-step project plan aswell as an itemized budget, target groups, and clear timelines for the duration of the entire activity.
- Competency of the organizational staff
- The proposal should detail organizational staff’s relevant previous experience, skills, training, et cetera in related activities, fields, or the like.
