UN Women Bangladesh seeks to partner with an organisation to support the empowerment of most climate change and disaster vulnerable women and girls, by enhancing their leadership, and ensure an enabling environment through building the capacity of government and civil society actors, and through support to strong multi-stakeholder coordination efforts.
Goals
- This collaboration aims to initiate the following broad, indicative activities to achieve the goals under the two outputs as follows:
- National and local-level government institutions, CSOs and private sector actors are capacitated and supported with the necessary skills, knowledge and evidence to address GEWE and promote women’s leadership in DRR, CCA and resilience building
- Provide technical support to MoDMR to develop the next National Plan for Disaster Management (NPDM) in line with the Gender Action Plan of Sendai framework for DRR (Sendai GAP) – costed, and with monitoring framework;
- Support collection of SADDD by MoDMR with technical support from Bangladesh Bureau of Statistics (BBS): developing tools, providing training for national and local MODMR officials (in five target districts) on the tool; collection of SADDD;
- Support Department of Women Affairs (DWA) to produce a cost estimation of its Disaster Risk Reduction and Management Strategy and Action Plan 2025–2035 and develop a monitoring plan for its implementation;
- Build capacity of Tottho Apa under DWA’s Tottho Apa initiative on gender responsive DRR to become advocates of the issue at the grass root level;
- Prepare annual reports on Bangladesh’s achievements in gender responsive DRR to support and contribute to the country’s reporting under Sendai GAP.
- Multi-stakeholder, inter-sectoral and multi-level coordination groups, platforms, networks, and forums are supported and/or strengthened to effectively coordinate and oversee gender-responsive DRR and humanitarian actions
- Build capacity of GiHA local chapters;
- Undertake training for GiHA members at the national level on topics including, but not limited to, Inter-Agency Standing Committee (IASC) Gender Guideline, Rapid Gender Analysis (RGA) Refreshers (each training for 25 people; 4 training programme);
- Enhance capacity of government officials of MoWCA, MoDMR on IASC gender guideline (three training programmes, each for 35 people);
- Support community women, girls and gender diverse groups in five of the target districts to take last minute preparedness after receiving early warning.

Target Areas
- 12 Districts as follows – Kurigram, Jamalpur, Sunamganj, Sylhet, Cumilla, Noakhali, Feni, Bhola, Chattagram, Sirajganj, Khulna, Satkhira.
Eligible Activities
- National and local-level government institutions, CSOs and private sector actors are capacitated and supported with the necessary skills, knowledge and evidence to address GEWE and promote women’s leadership in DRR, CCA and resilience building

Eligibility Criteria
- At least 10 years of demonstrated experience in implementing programmes on gender-responsive climate change, DRR, gender equality and women’s empowerment; capacity building work with government entities, and developing tools.
- Demonstrate experience in policy advocacy through evidence-based research and providing capacity development support through organizing capacity development interventions including training, meeting, dialogues, seminars, conferences, consultations, and conventions.
- Demonstrates commitment to working with women and girls that are economically, politically, socially, culturally, or otherwise excluded, marginalized, and/or disempowered.
- Tested approach on rights-based approaches to advance women’s empowerment and ensure the voices and needs of women as rights-holders.
- Operational competencies required:
- Demonstrated track record of working with UN agencies and other International/National NGOs.
- Organizational profile having adequate permanent human resources and other office equipment and logistic support.
- Financial Capability should be shown as financial turnover supported by a registered audit firm for the last three years.
