The United Nations Development Programme (UNDP) is seeking applications to increased resilience of women micro-entrepreneurs through the support for production, processing, and creating marketing avenues for the enterprises.
Objective
- The objective of the proposed Responsible Party Agreement (RPA) is to leverage the technical expertise of the most promising Civil Society Organizations (CSOs) operating in the two districts by the Project to implement sustainable backyard poultry production value and supply chain activities, as well as to promote diversified livelihoods and sustainable income streams for 400 women or women-headed smallholder farmer families.
Scope
- The scope of work includes several activities aimed at securing sustainable income through diversified livelihood women/women-headed smallholder farmer families. The assignment focuses on poultry feed production and poultry management & health and provides immediate life support aims to provide emergency relief for economic and climate-vulnerable communities. The services under this TOR target 400 women/women-headed households to secure sustainable income and enhance family nutrition/ food security through backyard poultry and livelihood support intervention in 2 selected districts.
Funding Information
- The proposal amounts should not exceed LKR 10,106,250.00 for direct interventions in multiple communities/ activities or geographical areas within Sri Lanka as stated in the TOR. CSOs have to provide their best technical proposal and financial breakdown (within the budget specified in the time frame of the TOR as per geographic area/s) in one single envelope (clearly stating proposed overheads). Administration and Coordination costs should not exceed a maximum of 5% of the total budget.
Duration
- The project duration will be starting on 15th August 2023 and ending on 14th November 2023.
Activities and Outcomes
- Outcome: Increased resilience of 400 women micro-entrepreneurs through the support for production, processing, and create marketing avenues for the enterprises
- Output 01: Supported sustainable maize farming and increased income with CSA practices
- Activity 1.1: Distribute hybrid maize seeds to the 100 farmers
- Activity 1.2: Capacity building of 50 farmers for integrated ecological maize farming and Market gardens with agro-forestry
- Output 02: Supported backyard poultry development for ensuring the household food security and income generation
- Activity 2.1: Provide training and capacity building
- Activity 2.2: Support to develop village-level hatcheries
- Activity 2.3: Fabrication of 50 chicken coups
- Activity 2.4: Procuring and distribution of 1,000 chicks
- Output 3: Strengthened 50 vendors to support market gardens to improve the local markets and farmer markets
- Activity 3.1: Strengthen the supply chains and support market gardens to ensure continuous production
- Activity 3.2: Build capacity of identified vendors for the local markets and develop systems
- Activity 3.3: Purchase infrastructures and equipment for market development
- Output 04: Supported 200 micro-entrepreneurs engaged in value addition in agriculture and non-agriculture-based enterprises
- Activity 4.1: Assess the district-level micro-enterprises engaged in value addition in agriculture and non- agriculture value chains and develop an enterprise development framework to support 200 micro-entrepreneurs in 2 districts
- Activity 4.2: Develop community enterprise support system and provide required input and support to increase market-driven production systems Activity 4.3 Develop local marketing avenues and opportunities to ensure regular income with the existing economic crisis

Eligibility Criteria
- Should be registered non-government organizations (NGOs) or Civil Society Organizations (CSOs), with proven experience in designing, developing, and conducting social mobilization processes to educate, engage and empower communities, especially climate and economically vulnerable women of smallholder farmer families in the dry Zone of Sri Lanka, to strengthen their resilience to climate change & economic impacts.
- Must have experience working with Farmer Organizations, and government partners, especially UNDP or international agencies & having a good track record.
- Should have proven geographical access to the beneficiaries and field presence.
- Should have proven experience in undertaking assignments of similar nature and similar capacity.
- Proposer needs excellent knowledge of designing and executing community food security interventions, organizing and conducting community awareness and training programme.
- Relevant experience in implementing food security and climate-smart agriculture practices including poultry farming, and animal husbandry.
- Proven experience and skills in mobilizing and engaging the community to participate in the project, by building trust and relationships, and fostering local ownership.
- Previous cooperation and work experience with the government, UNDP, or other UN organizations.
- Strong project management skills, including planning, budgeting, monitoring, and evaluation, to ensure that the project is implemented on time, within budget, and achieves its objectives.
- Should have good financial management skills and experience, including accounting, reporting, and compliance, to ensure that the project’s finances are managed transparently and responsibly.
- Should have the capacity for monitoring and evaluating the project’s progress, to identify and address any challenges, and ensure that the project is achieving its intended impact.
- Should have excellent written and spoken knowledge of local languages and be fluent in English including reporting skills in English is mandatory.
