The United Nations Development Programme (UNDP) is launching this call for proposals to engage a qualified International Non-Governmental Organizations (INGO) through collaborative advantage modality with experience in TVET and grants distribution to support the implementation of a grants award scheme in coordination with the newly established unit of the LKC (Libyan Korean Centre) Career Centre.
UNDP Libya continues to support Libya’s transition toward economic recovery and sustainable development. To respond to the many challenges people in Libya are facing, UNDP approach is to help the country get on a more robust development path by helping the local authorities to restore essential services delivery and livelihoods opportunities and promote social cohesion.
With generous funding from the Republic of Korea, UNDP is supporting the development and implementation of local economic recovery strategies that stimulate growth through employment creation. The project aims at supporting the LKC for Building and Construction Professions, which was established in August 2008 as part of a cooperation agreement between Libya and Korea.
The Libyan Korean Center (LKC) through its Career Centre aims to increase productivity of training and better employment opportunities for trainees through institutionalizing inclusive, demand-driven, and interlinked education and skills development system responding to the needs of the labour market. It targets to build the capacities of waged employment, soft skills of learners and workers, as well as support the graduates in starting the small enterprises or self-employment services. Ultimately, it will enhance the market-relevance and effectiveness of the Technical and Vocational Education and Training (TVET).
Objectives
The objective of this project is to set up the framework, governance mechanisms and distribute grants to graduates of LKC in pursuit of starting a new business. The grants aim to operational service professions (mobile repair, construction, welders, installation workers, food processing, textile, and other vocations of the LKC) into small enterprises by providing seed capital for the acquisition of the necessary tools, equipment and covering startup costs.
- Objective 1: To support the process of business registration in Libya using the optimized/digitized and scalable process.
- Objective 2: To establish the framework, governance and mechanisms for the allocation of small business grants to businesses, tracking for business performance.
Funding Information
- The overall indicative grant pool amount made available under this Call for proposal is US Dollars 300,000.00 targeting between 25 to 60 micro and small businesses to be supported. The administrative costs, management costs and the overhead cost reflected in the financial offer should not exceed 25% of the total funding.
- Duration: 5 months delivery period, including full assessment and monitoring & evaluation report, and setting up progress tracking and engagement methodology for LKC to scale this support of micro and small businesses.
Eligibility Criteria
The applicants for the project have to meet the following minimum criteria:
- International NGOs registered in Libya for at least 3 years (non-governmental, charitable, non-profit or grant-making organization).
- Proven experience in the governance, and management of small grant programmes – at least 2 (for each of these programmes the scope required of minimum 20 beneficiary enterprises or civil society organizations).
- Previous experience (not limited to Libya) with technical and vocational training programmes is a strong asset.
- Experience in supporting the legal registration of businesses in Libya is a strong asset.
