UN Women seeks to support women refugees and IDPs within camps in Kirkuk and Al-Anbar. With the support of NGO(s), UN Women will create access to livelihood opportunities by providing cash for work and small grants to women accompanied by business skills training while simultaneously offering protection and psycho-social support services, through the already established women resource and protection center.
To support the achievement of LEAP Iraq intended outcomes, UN Women is looking for partnerships to deliver on increasing vulnerable women’s access to protection mechanisms and services, strengthening the capacity of service providers to support marginalized women and girls, providing new sources of income and economic opportunities for marginalized women through cash-based interventions and capacity development, as well as increasing their access to required assets, skills and partnerships.
UN Women has been providing support to women displaced by the Syria conflict across Iraq. This is done through an integrated humanitarian-development framework that targets both displaced Syrian women and girls and host communities.
Outcome/Output Areas
UN Women Iraq Country Office welcomes proposals for partnerships to achieve results under the following outcome/output areas:
- Outcome 2: Women (refugee, displaced and host country nationals) contribute to, and benefit from, economic empowerment in ways that build their resilience and make it possible for them to attain more equitable relationships, free from violence
- Output 2.1. Women (displaced, refugee and host country nationals) are supported through productive and financial assets and skills, graduating from short-term interventions into longerterm employment opportunities – with a focus on entrepreneurship and job placement
- Output 2.3. Women (displaced, refugee and host country nationals) have increased access to comprehensive essential services, particularly in women-only centres, for preventing and responding to GBV
UN Women will conduct regular visits to partner(s) safe space to conduct regular monitoring visits, resulting in improved monitoring and reporting and contribute to collecting lessons learned and best practices. Regular monitoring allows UN Women to provide technical assistance and ensure that programming is taking place on schedule and as specified. Moreover, partner(s) will need to implement the following activities:
- Develop Standard Operating Procedures (SOPs) outlining proposed standard minimum requirements for the women’s centers (e.g. space requirements, safety and security requirements, staffing requirements, services provide to women etc.). Minimum target: 1 detailed SOP document developed.
- Establish a volunteer community-based Support Group for each location to help strengthen the link between the vulnerable women and the local community. The group should include local women leaders and relevant local government representatives and it should help monitor and support women in needs. Develop SOPs to provide clear guidance for the group’s work. Minimum target: 1 Support Group per location established, one SOP document developed;
- Support a hotline to assist victims of violence (reaching a minimum target of 150 survivors).
- Conduct relevant awareness raising related to GBV and the gendered impact of the COVID-19 crisis in the three targeted governorates. The topic will be determined in consultation with UNWOMEN and depends on the most urgent needs identified based on the evolving context (minimum target: one campaign developed and disseminated through appropriate channels).

The budget range for this proposal should be (Min. $ 140,000 – Max.$ 160,000 per location)
Eligibility Criteria
- UN-WOMEN invite qualified parties to submit Technical and Financial Proposals to provide services associated with the UN-WOMEN requirement for Responsible Party.
- UN-Women is soliciting proposals from Civil Society Organizations (CSOs). Women’s organizations or entities are highly encouraged to apply.
Results
A two-pronged strategy is utilized to achieve the following results:
- to make long-term humanitarian and development assistance more responsive to women’s and girls’ needs, and increase their role and leadership in their communities, utilising genderresponsive planning and budgeting as key tools for increasing social spending, accountability and inclusion;
- to meet women’s basic needs through increased access to recovery and livelihood opportunities, paired with comprehensive protection services and support to the justice sector to promote accountability for all forms of discrimination against women.

The partnership will commence upon signature of the partnership agreement with the selected organization and will end by 15 March 2021.
