UNDP is calling proposals for Promoting Sustainable Peace through National Youth Policies to strengthen the capacity of youth-led organizations, movements and networks, policy makers and partners networks to review, reformulate, implement, monitor and evaluate national youth policies that contribute to the reduction and prevention of violence, the promotion sustainable peace, connecting to goal 16 of the 2030 Agenda for Sustainable Development, and the participation of young people to peacebuilding overall.
The UN Security Council (UNSC) adopted Resolution 2250 on youth, peace and security on 9 December 2015, which was followed by UNSCR 2419 (2018) and UNSCR 2535 (2020). The Resolutions recognize young people as fundamental drivers and critical partners in conflict prevention and peacebuilding and urges Member States to consider innovative ways to increase representation of youth on issues concerning peace and security.
The Promoting Sustainable Peace through National Youth Policies in the Framework of 2030 Agenda Project is pleased to invite qualified Civil Society Organizations (CSOs), and in particular youth-led CSOs, to design projects that will:
- Support sustainability of local youth-led organizations through crisis, including COVID-related constraints.
- Strengthen local partnership with ownership by youth-led organizations, movements, and networks to support youth positive role in peacebuilding.
- Foster youth inclusive and safe spaces for dialogues to design youth driven policy responses and build trust between youth and government.

Deliverables
The following output activities reflected below are to be designed, implemented and satisfactorily delivered through the Youth, Peace & Security (YPS) grant program with selected CSOs/Youth Partner Organization:
- Support sustainability of local youth-led organizations through crisis, including COVID-related constraints.
- Small grants in support of local youth-led organizations across the country to enhance youth civic engagement and influence in communities.
- Participation in youth innovation labs to develop solutions that limit in-person gatherings while factoring in the digital gap between geographical areas and social groups, as well as to enhance evaluability of projects/programmes.
- Strengthen local partnership with ownership by youth-led organizations, movements and networks to support youth positive role in peacebuilding.
- Expand and strengthen existing youth coalitions, including through youth-led communication campaigns, and national networks.
- Foster youth inclusive and safe spaces for dialogues to design youth inclusive and response policies and build trust between youth and government.
- Enhance evidence and dissemination of best practices on youth engagement in policymaking and local public affairs
- Finalization of the training module and evaluation of programmes and projects supported through small grants and dissemination of findings through international, regional and national forums
Impact of Results
In achieving the objective, the project will:
- Increase capacities of government officials, youth-led civil society groups and other relevant partners to review, reformulate, implement, monitor and evaluate youth national policies that, in the framework of the 2030 Agenda for Sustainable Development, contribute to the engagement of young people, the reduction of violence and the promotion of sustainable peace;
- Increase knowledge by policymakers, youth-led civil society groups, and other relevant partners of the 2030 Agenda for Sustainable Development, its Goals and Targets, and the Security Council’s Resolutions on Youth, Peace and Security and Sustaining Peace;
- Improve youth policy ownership through increased cooperation and partnerships established amongst youth civil society groups, governments and other relevant stakeholders at national and local level for the design, implementation and monitoring of national youth policies that support peace and security, and sustainable development
Eligibility Criteria
Grants will be awarded to organizations based on the following considerations:
- Whether the CSO is registered in Liberia with office in Monrovia and/or the counties ü It is an advantage for civil society organizations to be youth-led;
- The overall objectives, implementation and exit strategy, and expected results of the project; the geographical scope and span of its activities; and the types of interactions with beneficiaries envisaged for the project;
- The institutional capacity of the CSO;
- The legitimacy and quality of the contribution and values that the CSO can provide for the attainment of development results and maximizing the development impact of a programme/project; and
- Whether the CSO is youth-led/youth-focused and specifically works with young people, vulnerable communities and national stakeholder on issues related to promoting sustainable peace through social policy changes and civic engagement.
- Experience working with people between the ages 18-35 as defined in the National Youth Policy as youth will be an advantage.
Selection Criteria
Proposal will be selected on the basis of technical (70%) and financial (30%) assessments. The technical assessment will review the following:
- Technical design of the proposal to achieving expected results (40%)
- Experience working with UNDP or other reputable institutions/agencies (5%)
- Local experience and presence (15%)
- Realistic work plan and timeline to complete activities (10%)
- Budget (cost effectiveness) (30%)
