Call for Proposals: Resilience of the Coastal Zones of the South-West Indian Ocean

The Indian Ocean Commission (IOC), through its project “Resilience of the coastal zones of the South-West Indian Ocean” (RECOS), is launching a regional call for projects with the aim of strengthening the resilience of the populations and ecosystems of the South-West of the Indian Ocean.

The aim of the project is to strengthen the resilience of coastal populations by restoring the services provided by the ecosystems in which they live, facing the effects of climate change.

Objectives

• Overall objective:
  • This call for projects aims to contribute to the integration of the notion of integrated coastal zone management into the planning of territory managers such as communities or municipalities, and to support the implementation of these plans on themes related to the protection and restoration of coastal ecosystems and the development of sustainable exploitation of these ecosystems.
• Specific objectives:
  • This call for projects is divided into two sub-objectives, each corresponding to the definition of a lot:
    • Specific objective of lot 1: “Integrated coastal zone management” (contribute to strengthening the implementation of Integrated Coastal Zone Management in IOC countries).
    • Specific objective of lot 2: “Research & development on the resilience of coastal populations and ecosystems” (contribute to improving the resilience of coastal and marine populations and ecosystems in beneficiary countries).

Components

• The project is structured into four components:
  • Component 1: Strengthening the management of coastal ecosystems at the scale regional and national, and exchanges of experiences;
  • Component 2: Regional scientific cooperation and implementation of restoration projects and support for sustainable exploitation of coastal ecosystems;
  • Component 3: Communication, awareness, capitalization and promotion of good practices;
  • Component 4: Project management, coordination, monitoring and evaluation.
• This call for projects is proposed as part of the implementation of component 2.
• This action aims to contribute to the implementation of restoration projects and support for sustainable sectors of exploitation of coastal ecosystems.

Funding Information

• Any grant request under this call for proposals must be between the following amounts:
  • Lot 1: “Integrated coastal zone management (ICZM)”
    • Overall envelope: €700,000
    • Grant amounts between €50,000 and €150,000
  • Lot 2: “Research & development (R&D) on the resilience of populations and coastal ecosystems”
    • Overall envelope: €300,000
    • Amount of grants between €100,000 and €150,000

Geographic Coverage

• The actions must be implemented in at least one of the following countries: Comoros, Madagascar, Mauritius, Seychelles.

Eligibility Criteria

• To be eligible for a grant, the applicant must meet all of the criteria below. These criteria are valid for both lots.
  • The applicant must be a legal entity;
  • The applicant must be:
    • Either a Non-State Actor operating in an independent and responsible manner. In accordance with the Cotonou Agreement, the following are considered Non-State Actors:
      • the private sector;
      • economic and social partners including organizations unions;
      • civil society in all its forms, according to the characteristics national.
    • Either a local authority, that is to say public institutions endowed with legal personality, part of the structure of the State, located at a level lower than that of power central, and accountable to citizens. Local authorities generally consist of a deliberative or policy-making body (council or assembly) and an executive body (the mayor or other executive officials, directly elected or chosen at the local level. They find under this expressions villages, municipalities, districts, counties, provinces, regions, etc.
    • Either a research institute from the beneficiary countries, in all its forms (University, academy, research center, etc.)
  • The applicant must be established in one of the project beneficiary countries (Comoros, Madagascar, Mauritius, Seychelles) where the project will be implemented. Organizations established in a member country of the OECD/DAC, or the Nairobi Convention or ACP States (other than Comoros, Madagascar, Mauritius, Seychelles) are also eligible but only as co applicants.
  • The applicant must be directly responsible for the preparation and management of the action with the co-applicant(s) and not act as an intermediary.
  • The applicant must have been legally incorporated for at least three years before the date of submission of the concept note.
  • The applicant must provide evidence that it has successfully implemented and completed at least one project of comparable importance and nature, during the three years preceding the deadline for submission of the concept note.
  • The applicant may act either individually or with one or more co-applicants.
