In this context the MedArtSal project is issuing call for proposals for sub-grants aiming at selecting and implementing the actions/activities to support Salinas owners or managers to increase the sustainability of their salina.
MedArtSal project is funded by the European Union under the ENI CBC Med Programme and promoted in four Med regions (Spain, Italy, Tunisia and Lebanon). The project total budget is € 3.2 million and the EU contribution is € 2.9 million (90%). MedArtSal aims to promote the sustainable development of the artisanal salinas, providing concrete support on economic, environmental and governance issues.
Salinas across Mediterranean are today facing many pressures due to social values change and economic stresses; the market of their products is subject to strong competition from cheaper land-produced salt and the world trade. Faced with the need to be economically viable, salinas are confronted with the choice of closing, industrializing the production or changing the business orientation towards sustainable tourism and new artisanal products, already successfully experienced.
Eligible activities under this call foster the salinas’ local economic development based on a sustainable salt production and development of new products/service, while preserving the local environmental and cultural values.
Objectives
The MedArtSal project objectives are:
- Development of the SUSTAINABLE MANAGEMENT MODEL for Med Artisanal Salinas, including a strategic plan for the marketing of products and the management of artisanal salt works, a plan for restoration/conservation of the biodiversity [SO1].
- Promote public-private cooperation in and among sectors related to artisanal salt production and the establishment of 1 SME cluster per participating country around local artisanal saline systems promoting public-private cooperation [SO2].
- Contribute to the exchange of experience and techniques by creating A NETWORK of Mediterranean artisanal SALINAS with the final goal to stimulate marketing actions, the environmental conservation and restoration of these important sites [SO3].
The objective of the sub-grants is to support Salinas owners or managers to increase the sustainability of their salina. In the context of the MedArtSal project, a sustainable Salina is a salina that uses natural resources to generate economy but in a socially and environmentally respectful way, ensuring the use of resources in the future. The eligible activities under this call foster the salinas’ local economic development based on a sustainable salt production and development of new products/service, while preserving the local environmental and cultural values.

Funding Information
The overall indicative amount made available under this call for sub-grant proposals is EUR 60.000. The International Union for Conservation of Nature and Natural Resources, Centre for Mediterranean Cooperation [IUCN] as project partner reserves the right not to award all available funds.
Size of sub-grants
Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
- minimum amount: EUR <10.000>
- maximum amount: EUR <30.000>
Duration: The initial planned duration of an action may not be lower than 12 months nor exceed 16 months. Actions can start in May 2021 and shall end by August 2022, stated that a presentation of sub-grants results to local stakeholders shall be done by September 2022.
Location: Actions must take place in one or more of the following regions: Andalucía, Cataluña, Ceuta, Comunidad Valenciana, Islas Baleares, Melilla, Murcia.
Eligibility Criteria
Lead applicant(s)
In order to be eligible for a grant, the Lead Applicant must:
- be a legal person or a natural person [and]
- be established in Andalucía, Cataluña, Ceuta, Comunidad Valenciana, Islas Baleares, Melilla, Murcia [and]
- be directly responsible for the preparation and management of the action with the co-applicant(s), not acting as an intermediary [and]
- be directly or indirectly responsible for at least one salina’s operation1 [and]
- be coastal salinas, preferably salinas that follow traditional methods of salt production (manually harvested or with small machinery)
Co-applicant(s)
- Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself, excepting that entities not directly or indirectly involved in the salina’s operations are allowed, provided that their involvement clearly contribute and give an added value to the realization of the proposed actions/actitities and / or in future salina’s operations (e.g creation of cooperatives, creation of new services/networks, creation of new markets/commercial chains).
- Co-applicants must sign the mandate in the grant application form.
