With financial support from the European Union, the United Nations Development Programme under its Low–Value Grant mechanism, is pleased to launch its Call for Proposals and invites local organizations operating in the Enga Province, Papua New Guinea, to submit applications for Low-Value Grant.
The Call for Proposals for Low-Value Grants is a component of the project “Strengthening Integrated Sustainable Landscape Management in Enga Province Papua New Guinea – Enga SISLaM” (hereinafter referred as ‘the Project’), funded entirely by the European Union.
The project aims to assist in strengthening sustainable and inclusive economic development of the Enga Province of Papua New Guinea. The project has three Strategic Objectives:
- improving climate change mitigation and adaption;
- strengthening food and nutrition efforts and
- improving biodiversity and land/forest conservation.
Activity Areas
- Non-Government Organizations (NGOs), Civil Society Organizations, Community Based Organizations (CBOs) and Cooperative Societies and or Incorporated Associations are encouraged to submit applications as long as they can demonstrate experience of implementing activities in the following areas:
- Environmental protection (forestry, biodiversity and wildlife management, combating land degradation, research). For example, community reforestation activities, sustainable natural resource management and incorporation of nature based solutions for livelihood (eco-tourism/nature based tourism), community conservation areas, agro-forestry systems development and any nature based solutions or innovations that address environmental protection and climate change impacts.
- Development of community infrastructure (repair or restoration works at infrastructure as a means to adapt to Climate Change impact. For example, stone walling on landslip along the affected road/bridge sections, and or tree planting to protect road embarkments electricity lines, alternative clean energy innovations, and drinking and irrigation water systems).
- Agriculture and economic development of the community (job creation, trade promotion). For example, integrated sustainable agriculture initiatives in vegetable farming, fisheries, animal husbandry and developing market value/supply chains. Project designs that incorporate innovations to address climate change impacts in those integrated sustainable agriculture practices and promote rural SME growth and development.
- Climate friendly livelihoods and job creation. Innovative projects that enable the ability of people to withstand, adapt to, and recover climate-induced stress and risks and sustain and improve their livelihood opportunities (human, natural, financial, physical and social capital). For example, strengthening women in agriculture and building climate change resilience, innovations in agro-forestry systems and improving market value chains, and establishing platform for learning and information exchanges to enhance the capabilities of agricultural groups and cooperatives.
Funding Information
- The granted amount will range from a minimum PGK 45,000.00 (Forty-Five thousand Papua New Guinea Kina) to a maximum of PGK 90,000.00 (Ninety thousand Papua New Guinean Kina). Successful applicants will have to contribute a minimum of 20% of the total grant amount. This contribution of 20% can be expressed in cash at the disposal of recipients or as the in-kind contribution of applicants (for example, property, inventory necessary for the implementation of the low-value grant project, physical work to be done by the applicant).
Duration
- The implementation period is 10 months from the date of signature of the grant agreement by the grantee.
Eligibility Criteria
- NGOs, CSOs, CBOs, Faith – Based Organizations and Cooperative Societies interested in applying for Low-Value Grant Projects should meet the following criteria:
- Proof of legal registration of the organization with the Investment Promotion Authority of PNG.
- Organizations and/its branch working in the Enga province have the advantage.
- Work experience in provision of support or in implementing relevant activities in the field mentioned above. A minimum of 2 contracts implemented over the past 3 years (to be justified through the descriptions of the work performed e.g., final implementation report and the contact details of the source of financing for the previous projects).
- An experienced team to implement the low-value grant projects (organizational structure including title, function and years of experience is required).
Ineligibility Criteria
- Applications will be disqualified if the budget items are intended to be used for procurement of the works and services, using EU funded project funds:
- Payment of salaries, fee for consulting services of experts, employees of the local self-government bodies and public servant.
- Miscellaneous administrative expenditures.
- Procurement of food.
- Procurement of office equipment.
- Activity which is contrary to applicable legislation of PNG.
