The United Nations Development Programme (UNDP) is inviting Non-Governmental Organizations (NGOs) concerned with Social Protection and Family economic empowerment to Implement the economic empowerment component for targeted beneficiaries by providing them with training, technical support and soft loans to establish and equip their income-generating projects and production units.
This Call for Proposals (CFP) is specifically related to the UNDP [Strengthening Institutional and Human Resources Capacity Building of Ministry of Social Solidarity (MoSS) – Support to COVID-19 Response Project]
Objectives
- Enhancing the economic empowerment of the targeted families, through providing them with Training, support and assistance to establish and equip their income-generating projects and production units.
Funding Information
- The amount of required fund for one association, whether it targets one governorate or more, will not exceed the equivalent of 150,000 US dollars in Egyptian pounds, according to the exchange rate on the date of submission of the proposal.
Roles and Responsibilities
- Under the direct supervision of the Project Management (PM), the organizations shall undertake the following activities:
- Selecting the economic and operational model for production units in light of local needs in each governorate, the availability of raw materials/ production inputs, competitors, the market share, the feasibility of establishing such units, and the return provided to beneficiaries.
- Developing a technical and financial training plan for the beneficiaries according to the nature and scope of each economic project/unit with the assistance of expert consultants.
- Equip production units in coordination with beneficiaries and the private sector
- Collect the repayments and revolve them in disbursing loans to insure the optimal use of capital. Field follow-up of the implemented economic projects,
- Develop performance and follow-up indicators reports, and submitting them monthly to the PM team at the Ministry of Social Solidarity (MoSS).
- Submit a quarterly implementation plan for the overall project.
- Develop a policy and procedure manual for the lending program, which includes the lending products’ specifications {average loan sizes, number of installments, value of instalment (Principal value + interest) installment periodicity}, the program organizational structure, the job description, the disbursement and collection cycles, etc. This manual shall be approved and accredited by the PM.
Result Framework
- Technical and vocational trainings to support the capacities of beneficiaries to take over the roles and responsibilities in the income-generating projects and production units are implemented and tested by contracted NGOs.

- End of the 1st month from receiving the advance after contract signature date with MoSS.

Final Beneficiaries
- Eligible proposals will be those focused on and targeting the following beneficiaries:
- Working age group (21-55 years) listed in the “Takaful” program database, including the following:
- Current beneficiaries wanting to maximize their monthly revenue through micro-projects.
- Beneficiaries who have been enrolled in the program for four years and are on the verge of completing the program.
- The focus will be on beneficiaries from villages targeted by the presidential initiative “Decent Life”.
- MoSS considers disability as a cross-cutting issue in all its activities. Therefore, the project shall meet a minimum 5% of the total PwDs beneficiaries seeking employment and/or training opportunities from poor and low-income families.
- The project shall include women beneficiaries of working age, with a minimum 50% of total beneficiaries.
- The PM team shall be consulted in case of obstacles impeding the contracted NGO’s compliance with some of the aforementioned criteria.
- Each organization is allowed to submit one bid for each governorate or various bids for more than one governorate provided that the recipient NGO cannot exceed $150,000 (according to the equivalent exchange rate at the date of proposal’s submission) per grant.
Eligibility Criteria
- Professional Qualifications of the Successful NGO:
- NGOs’ experience in implementing economic empowerment projects, especially in the proposed activities should not be less than three years.
- Registered under the Civil Work Regulation Law No. 149 of 2019 and its executive regulations for the year 2021, and have submitted a request to reconcile the situation accordingly.
- Has a license from the Financial Regulatory Authority to carry out lending activities in the governorates in which it wishes to implement the project.
- Has a good financial position and have sufficient financial resources to implement the project.
- An NGO that is not suspended, and does not have any legal disputes or negative financial credentials with the Ministry of Social Solidarity or any international organization.
- No declaration of bankruptcy, no participation in bankruptcy or receivership proceedings, and no pending judgment or legal action against the NGO that could harm its operations for the foreseeable future.
- No conflict of interest with the Project Management Unit of the Ministry of Social Solidarity or the United Nations Development Program.
