Call for Proposals: Support to Sustainable Cultural Heritage (Jordan)

The European Commission (EC) is providing grants to support and improve the socio-economic well-being and cultural identity of local communities through the preservation, promotion, and equitable involvement in both intangible and tangible cultural heritage.

Objectives of the Programme and Priority Issues

• The Specific objective of this call for proposals; livelihoods of local communities linked to the preservation and the promotion of cultural heritage are improved, particularly those of women, youth and vulnerable groups.
• The priorities of this call for proposals are:
  • Increasing Green, and digital economic initiatives for women, youth and vulnerable groups in the intangible and tangible cultural heritage sector
  • Improving labour market’s technical and soft skills of women, youths and vulnerable group required in the tourism sector
  • Promotion of education and training programmes and awareness-raising activities that focus on green and digital production in intangible cultural heritage as a source of income.
  • Support projects/new initiatives that promote green cultural tourism and digital platforms for the preservation of intangible and tangible cultural heritage.
  • Conduct of employment skills development programmes for women, youth and vulnerable groups to incentivize them to engage in cultural heritage preservation.
  • Collaborate with incubation centres, vocational schools and job search resources to include tailored vocations to the needs of the tourism sector on the one hand – and women, youth and vulnerable groups on the other.
  • Establish local partnerships with businesses in the tourism sector in order to create more employment opportunities and internship programmes.
• Please note that the applicants shall address at least three of the above-mentioned priorities in their proposals.

Funding Information

• The overall indicative amount made available under this call for proposals is EUR 3,000,000.00.
• Size of grants 
  • Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
    • minimum amount: EUR 750,000.00
    • maximum amount: EUR 1,000,000.00

Duration 

• The initial planned duration of an action may not be lower than 24 months nor exceed 36 months.

Types of Activity 

• The list of activities below is not exhaustive but it is meant to give applicants some suggestions. Please note that all activities mentioned by applicants in their proposals must be focussed on the priorities of this call.
  • Workshops and training sessions to assist artisans in developing sustainable cultural products, emphasizing eco-friendly materials and traditional craftsmanship.
  • Implement projects to digitally archive cultural heritage elements, such as traditional music, dances, crafts, and folklore, ensuring their preservation and accessibility.
  • Introduce green technologies in the preservation and presentation of cultural heritage, like solar-powered cultural centers or eco-friendly preservation methods.
  • Implement innovative green and digital projects by local entrepreneurs in the cultural heritage sector.
  • Develop comprehensive vocational training in specific cultural heritage skills, including conservation techniques, traditional arts, and heritage site management.
  • Create partnerships with cultural institutions and tourism businesses to offer structured internship and apprenticeship programs.
  • Organize training workshops focusing on digital literacy, business management skills, communication, and entrepreneurship to complement the technical skills training.
  • Job fairs and networking events to connect trained individuals with potential employers in the tourism and cultural sectors.
  • Establish mentorship programs where experienced entrepreneurs and professionals guide and support individuals to success in the cultural heritage sector.

Location 

• Actions must take place in the following country: Jordan.

Eligibility Criteria

• Lead applicant(s)
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person
    • be non-profit-making and
    • be a specific type of organisation such as: non-governmental organisation, business support organisations and
    • be established in a Member State of the European Union or in Jordan and
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
• Co-applicant(s) 
  • The number of co- applicants to be involved in the action is at least one co- applicant.
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
  • In addition to the categories referred in section 2.1.1, the following are however also eligible: academic institutions.
  • Co-applicants must sign the mandate form.
  • If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary (ies) in the action (together with the coordinator).
  • In addition, please note that contracts cannot be awarded to or signed with applicants included in the lists of EU restrictive measures.
• Affiliated entities 
  • The lead applicant and its co-applicant(s) may act with affiliated entity (ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link. This structural link encompasses mainly two notions:
      • Control on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
        • Entities affiliated to an applicant may hence be:
          • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
          • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
          • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,) as the proposed affiliated entities.
