The Enabel is inviting proposals to improve the effectiveness, flexibility, and efficiency of Water, Hygiene, and Sanitation (WASH) access services by strengthening coordination and local governance mechanisms.
The objective of encouraging and involving local communities, particularly vulnerable groups, in good hygiene and sanitation practices remains a key pillar. In this context, a formative study on behaviors and factors of good hygiene practices was initiated, as well as a baseline survey, to provide fundamental elements for the implementation of activities.
Objectives
- The main objective of this call for proposals is to contribute to sustainable access to sanitation in the municipalities of Safané and Siby, by supporting the implementation of Community-Led Total Sanitation (CLTS) in rural areas, with a subsidy scheme for the construction of approved sanitation works.
Aim
- Specifically, the call for proposals aims to strengthen community engagement and sustainably improve access to approved family sanitation facilities in the rural municipalities of Safané and Siby, through the implementation of the ATPC approach and an incentive subsidy mechanism adapted to vulnerable households.

Funding Information
- The overall indicative amount made available under this call for proposals is EUR two hundred and fifty thousand (250,000). The contracting authority reserves the right not to award all available funds.
- Minimum amount: EUR 220,000.
- Maximum amount: EUR 250,000.
Expected Outcomes
- The expected results of this call for proposals are:
- Communities in target villages are triggered and engaged in the ATPC approach.
- Indicators related to Result 1:
- % of households practicing open defecation (baseline situation)
- Number of villages triggered according to the ATPC approach and having implemented an action plan post-trigger community.
- A targeted subsidy system is implemented to facilitate the construction of approved family latrines by vulnerable households.
- Indicators related to Result 2:
- Number of households benefiting from the subsidy mechanism.
- Number and percentage of households with approved latrines built.
- A significant number of households have functioning latrines.
- Indicators related to Results 3:
- Number and percentage of households having built their own family latrine themselves.
- Villages achieve and maintain Open Defecation Free (ODF) status.
- Indicators related to Result 4:
- Number and percentage of villages declared FDAL (End of Open Defecation Free)
- Number and percentage of villages certified FDAL (End of Open Defecation).
Eligibility Criteria
- To be eligible for subsidies, the applicant must meet the following conditions:
- Be a legal entity;
- Be a private non-profit actor or a foundation (association or NGO etc.) with an up-to-date legal recognition document;
- Have existed for at least five years;
- Have atleast three successful experiences in the field of community health, hygiene and sanitation in the field, particularly in the implementation of Community-Led Total Sanitation (CLTS).
- Be available from the signing of the contract to carry out the services;
- Have financial statements certified by an independent body (auditor or commissioner) to the accounts). These statements cannot go back more than 2 years.
- Be established or represented in Burkina Faso.
