Nuffic has announced a call for proposals to Promote Employment in Agriculture and Agricultural Growth to improve the quality and employability of Education and Training Winners Technical and Professional (TVET) in Tunisia.
The Orange Knowledge Program is a 5-year program with the objective of contribute to the sustainable and inclusive development of society, by building capacities, the knowledge and qualities of both individuals and educational institutions, in the technical and vocational education and training and Higher Education. It contributes to the achievement of the objectives of the Dutch development cooperation, in which education plays a role considerable.
Through its institutional collaboration projects, the Orange Knowledge Program aims to support knowledge institutions requiring strengthening sustainable of their higher and professional education capacities in the themes relevant to local priorities and development cooperation. The support of vocational education and the link with the labor market are principles important. Institutional projects include various activities that participate in institutional development of organizations from developing countries on three levels: individual, organizational and institutional.
The Theory of Change (ToC) of the Orange Knowledge Program presents the medium and long term impact and results of the program. Each impact and each result is quantified by several indicators which are described in the Orange Knowledge Program Monitoring and Evaluation Framework Orange Knowledge Program evaluation). These are linked to the M&E framework of the Ministry of Foreign Affairs.
All projects must contribute to the achievement of this impact and these results. In addition, it is expected projects they will seek to align with relevant existing programs, that they will encourage the participation of alumni and that they will stimulate and facilitate the south-south cooperation. The grant application and, if applicable, the progress reports annual reports should shed light on the current / future contribution of the project to achieving the impact and results.
The proposed projects must contribute to the following objective:
- Contribute to food security and better nutrition and promote sustainable agriculture (SDG 2)
The proposed project should contribute to the following long-term impact:
- Stimulate growth in agricultural productivity
The following medium-term impacts will contribute to achieving these objectives:
- the education system (Technical and Professional Education and Training / Higher Education – TVET / ES) is of good quality, relevant and accessible (SDG 4);
- partnerships between people and organizations are sustainable and inclusive (SDG 17);
- key organizations for inclusive (sectoral) development in partner countries are reinforced by an influx of skilled workers.
The following realization will make it possible:
- TVET / HE institutions (in the partner country and in the Netherlands) perform better their essential missions, firmly anchored in the environment in which they operate (in response to labor market needs and aimed at inclusion).
Elements
Proposals for this first project should take into account the key elements following:
- Aim for vocational training geared towards the job market, youth employability and entrepreneurship;
- Address skills development across the entire agricultural value chain;
- Propose strategies to bring together training and extension;
- Stimulate sustainable interaction and cooperation between the centers of training, companies and research institutes, starting from the local level. In in particular, vocational training centers could benefit from the participation of the private sector, particularly in the process of designing programs, offering internships and applied research opportunities;
- Include a graduate tracking system to improve the assessment of training performance;
- Favor a pedagogical approach based on practical learning and integrate proven educational innovations into other CFPAs;
- Bring food for thought to increase the attractiveness of training agricultural;
- Valuing CFPA farms as support for programs training, as an economic resource and player in regional development;
- When choosing partners and intervention areas, take into account the region’s attractiveness for youth and its agricultural potential.
Proposals for this second project should take into account the key elements following:
- Aim for the training of trainers mastering the techniques of active pedagogy and the use of integration situations;
- Integrate educational innovations (interactive teaching techniques, soft skills, coaching, exchanges between professionals, local engineering), in order to train teachers to bridge the gap between theory and practice and to better respond to the local context;
- Strengthen the involvement of technical centers, applied research and businesses;
- Demonstrate careful thought on rational use of technical structures and existing practical educational workshops: avoiding duplicates and optimizing their usage.

- Maximum funding available for this call, excluding co-funding EUR 1,600,000
- Maximum funding per collaboration project, excluding co-funding EUR 1,000,000 for the first project EUR 600,000 for the second project
Conditions applying to all proposals:
- Be driven by labor market demand;
- Be inclusive and support diversity by focusing on women and young people and include these target groups in the design of the proposal;
- Aim for synergy between the proposals submitted to this call;
- Coordinate closely with the TRACE program (Tunisian Rural and Agricultural Clusters of Employment);
- A diversity of partners in the NL consortium is encouraged (establishments training at different levels, public and private partners, structures Dutch and structures based in other countries, etc.).
Eligibility Criteria
Grant applications and applicants must meet the following minimum criteria to be eligible for a grant:
- The grant application must be submitted by a Dutch institution for vocational secondary or professional or academic higher education, or a knowledge institution or organization in Country A, potentially surrounded by a consortium. The project must in all case be a collaboration between at least one partner from country A and one partner Dutch. All partners in country A must be based in the country (ies) specified in the call. Only the main Dutch partner must be based in the Netherlands.
- The grant applicant is in a position to ensure adequate financial management and, because of his experience and expertise in activities similar to those for which the grant is requested can guarantee targeted and real performance activities to achieve impact and results as defined in the request ; the applicant must submit the data in the form of a Checklist for Organizational Capacity Assessment (CECO).
- The grant applicant can function and operate adequately in the within the framework of the law adopted by the government of the country or countries in question.
- The project proposal, the minimum duration of which is one year and the maximum duration of four years must be implemented and established by December 31, 2021 at the latest.
- The grant requested does not exceed the maximum amount indicated in the call for grant applications.
- Any required co-funding is guaranteed.
- The grant request complies with the IPC of the country concerned.
