UN Women has announced the call for proposals to invite CSOs to Lead the components that work with CSOs working in HIV and EVAW areas as well as to strengthen their position on HIV by helping girls and women living with HIV and those girls and women from vulnerable and key population groups.
Women and girls with HIV infection are culturally, socially, biologically and economically more vulnerable than men.
The lack of reliable statistics, misconceptions about HIV transmission routes, stigma and discrimination from society mean that HIV-positive women face many problems.
Funding Information
- The budget range for this proposal should be up to 65,000 USD.
Outputs
With a view to achieving Output 5 – HIV indicator in the Strategic Plan, in particular support the state’s effort in destigmatizing of HIV positive women (and men):
- Organize work on announcing an open call for NGOs and initiative groups to submit applications for small grants and technical assistance for their initiatives in promoting the Positive Deviation approach in HIV/AIDS in support of girls, women, and men from vulnerable communities key population groups in Kyrgyzstan.
- Organize a grant committee to carry out all procedures for the transparent selection of project proposals in close collaboration with UN Women staff and representatives.
- Organize and agree on partner reporting and define success indicators for implementing project ideas together with UN Women representatives.
- Organize a transparent monitoring and evaluation system to monitor and evaluate partners’ project ideas and involve and inform UN Women of the results.
- Take charge of all organizational and technical aspects for organizing training and other events under the project in close cooperation with other UN agencies and governmental and international organizations.
- Build capacity of partners on technical aspects of the implementation of project ideas and proper submission of reports on completion of projects;
- Ensure availability of support to partners through more accurate knowledge of the specific barriers that challenge women from vulnerable and key population groups and people living with HIV/AIDS;
- Conducting an awareness campaign about the Positive Deviance approach in HIV and EVAW fields and advocating for the use of the model, and expanding the work with other partners in the future.
Deliverables
Specific deliverables by partners organisations
- Actively promote Positive Deviance as an innovative approach to creating a group of positive champions who support other peers to overcome self-stigma, stigma and discrimination related to HIV and gender-based violence;
- Building the capacity of girls, women and men living with HIV and training a group of 100 Positive Champions across the country.
- Support small-scale initiatives by NGO partners to disseminate the Positive Deviance approach among the project’s target groups to address self-stigma and stigma and obtain non-discriminatory HIV-related services to achieve the 95-95-95 targets;
- Support small-scale community action to address HIV and gender stereotypes. Promote Positive Deviance approach as an innovation to build capacity and leadership of socially vulnerable groups of women (women and girls living with HIV, migrants, victims of violence, LGBTQ);
- Strengthening the capacity and know-how of HIV service NGOs in Kyrgyzstan in Positive Deviance competencies;
- HIV coordinating bodies and relevant sectorial ministries strengthened capacity to integrate gender-specific interventions into national HIV strategies.
Competencies
- Technical/functional competencies required;
- UN Women plans to engage Responsible Party, civil society organizations (CSOs) that have HIV, gender equality and women’s rights set as one of the organization’s goals in Statute (women’s CSOs), that are legally registered in Kyrgyzstan
- and have specialized knowledge, expertise and track record of working on HIV, gender equality and women empowerment
- Proven experience in directly providing services and distributing small grants and coordination, focusing on HIV and the empowerment of vulnerable communities and key population groups, including girls, women and PLWHA in Kyrgyzstan.
- Proven experience in HIV/AIDS, service development (testing, treatment and care) and provide support for vulnerable communities and key population groups;
- Proven experience in promoting and strengthening HIV and health related servicesfor girls, women in situation of violence;
- Proven experience in advocacy and capacity building engagement through innovative tools and approaches
- Other competencies, which while not required, can be an asset for the performance of services
- Experience in working with NGOs and the civil sector in Kyrgyzstan and the presence of partner networks will be an asset;
- Experience in organizing and conducting various events, including actions, round tables and various events at the level of communities affected by the HIV epidemic will be an asset.
- Demonstrated good knowledge of gender equality and women’s rights issues, as well as needs
- of vulnerable and multi-discriminated groups of women;
- Knowledge of HIV issues in the context of Kyrgyzstan and the socio-economic impact of COVID19 on HIV positive people;
- Experience working with international organizations or international projects.
