The United Nations Development Program (UNDP) has announced a call for proposals to support and strengthen capacity of CSOs to effectively advocate and lobby for change in laws and policies that are discriminatory against women.
UNDP is requesting all Civil Society Organizations, Community Based Organizations, women’s rights movements and women’s led groups to advocate and lobby for change in laws and policies at the same time create awareness on SGBV prevention through this “Call for Proposal”.
CSO (s) are asked to develop an innovative project with SMART objectives and indicators to achieve the outcome and output mentioned above in the following format.
- Technical description and proposed technical approach (activities, milestones, timeline);
- Relevance and technical capacity: (key staff);
- Organizational experience and proven track record/credibility on gender and development including relevant experience in partnerships with UNDP, other UN agencies, governments, NGOs, and other development actors;
- Financial proposal- detailed budget against each activity identified.
CSOs can apply to work for a county level intervention or to work in 2 or more counties based on their capacities
Duration of Contract: 6 Months (December 2020-June 2021)
Key Competencies
CSO implementation teams should possess the following key competencies:
- Advocacy and communications skills;
- Project Coordination;
- Development of strategies, plans and /or programs to prevent and respond to VAWG, including SGBV/HP, and promote women and girls’ SRHR, for women and girls facing intersecting and multiple forms of discrimination;
- Skilled in community-based projects and programs.
- Outputs
The required outputs of this scope of work include but not limited to the interventions described below:
- Develop policy briefs and collaborate with other women rights movements/CSOs to lobby and advocate for change in laws and policies that negatively affect women and girls at national and local levels;
- Create awareness raising activities on early warning signals on SGBV and awareness on Domestic Violence law, rape law, inheritance law and policies;
- Work with the relevant government institutions, CSOs and other stakeholders for proper coordination to advocate for GEWE in response to VAWG including SGBV/HP and promote access to SRHR services for women and girls;
- Engage youth, community members and leaders to be vigilant about the effect of sexual and gender-based violence, female genital mutilation and child marriages and pathway to alerting the authorities for response;
- Monitor and report SGBV cases in coordination with other criminal justice actors;
- Ensure adequate visibility of donor support (EU/UN Spotlight Initiative) in every and ALL activities being implemented;
- Provide regular updates along with narrative and financial reports.
Eligibility Criteria
Grants will be awarded to organizations based on the following considerations:
- National or local women’s led organizations, Women’s rights organizations/ movements;
- Whether the CSO is registered in Liberia with office in Montserrado and/or other selected Spotlight counties;
- The organization’s proven administrative and financial management capacity to undertake the project;
- The feasibility and soundness of the proposal with sustainability strategies and related budget; and
- The institutional capacity of the CSO;
- The legitimacy and quality of the contribution and values that the CSO can provide for the attainment of development results and maximizing the impact of a programme/project.
