UN Women has launched a call for proposals to recruit a partner national NGO for the implementation of the project to support the regional plan of resolution 1325 of Ségou in Mali and the communal plans of resolution 1325 of Ségou and Macina for a period of 1 year.
UN Women has received funding from the Spanish Cooperation AECI to support local ownership of the National Action Plan of the United Nations Security Council Resolution 1325 (NAP R1325) on Women, Peace and Security, and its institutionalization in development plans in the Cercles of Ségou and Macina, in line with the decentralization process.
NAP 1325 focuses on the following strategic objectives, covering the four pillars of participation, prevention, protection, relief and recovery: (1) Women participate actively and equitably in peace and reconciliation processes and occupy decision-making positions in governance bodies at all levels; (2) Conflict-related sexual and gender-based violence is prevented and women contribute significantly to the prevention of conflict and other threats to human security; (3) The human rights of women and girls in all phases of conflict and in peacetime are respected, protected and promoted, and their human security is ensured; (4) Women and girls are agents of change; their specific needs and strategic interests are taken into account, and their human security is ensured in situations of crisis and reconstruction.
The target intervention area is the Ségou region: cercle de Ségou (Ségou urban district) and cercle Macina (Macina rural district). UN Women works with implementing partners at field level who play a key role in program implementation. Implementing partners are strengthened on program understanding, human rights approaches, administrative and financial procedures, and technical topics to enable them to implement activities according to UN Women standards. All partners will be encouraged to work in synergy, share learning and coordinate with key actors.
Project Objective
- To strengthen the institutionalization of local action plans for resolution 1325 in the Ségou and Macina Cercles and to improve women’s participation in local conflict prevention and management mechanisms.

- The budget range for this proposal should not exceed XOF 70 millions.

Outputs, Results and Activities
- Result 1: Decentralization of the Resolution 1325 National Action Plan (PANR1325) is effective in the Ségou and Macina Cercles.
- Indicator 1: Level of implementation of PANR1325 regional and local plans.
- Result 2: Formal and informal mechanisms for mediation, conflict prevention and management at local and community level are strengthened and inclusive.
- Indicator 2: % of women members of organizations involved in informal and formal mediation, conflict prevention and management mechanisms.
- Output 1.1: The functioning and capacities of regional and local gender committees in charge of monitoring NAPR1325 implementation are strengthened in Ségou and Macina.
- Indicator 1.1: Number of members of the regional gender committee in charge of monitoring the implementation of NAP 1325 with strengthened capacities and skills to promote the implementation of NAP 1325.

- Means Activities
- Support the quarterly meetings of the gender committees in charge of monitoring the implementation of the NAPR1325 and the sharing of reports with the NAPR1325 National Monitoring Committee (bringing together 25 people per meeting).
- Organize exchange and follow-up sessions between the members of the regional gender committee and the focal points of the NAPR1325 National Monitoring Committee (involving 50 people per session).
- Draw up the local R1325 action plan for the Commune of Ségou and update the local R1325 action plan for the Commune of Macina (50 participants).
- Support the implementation of the 2 communal plans for Ségou and Macina and their integration into the PDESC (support for priority actions).
- Train members of the communal councils of the Ségou and Macina circles in gender-sensitive planning, budgeting and reporting (25 people).
- Organize periodic meetings between the gender committees in charge of monitoring the implementation of the NAPR1325 and the Ségou and Macina commune councils (during the planning and review of the PDESCs, at the time of assessment reports, etc.) (20 people per meeting)
- Output 1.2: Collaboration between the Ségou Regional Reconciliation Support Team (ERAR) and the regional Gender Committee is effective, and their action plans on peace and social cohesion are complementary.

- Means Activities
- Support the implementation of the relevant activities of the PAN R1325 communication plan with the Gender and ERAR Committees at local level through the conduct of awareness campaigns with a focus on women and youth (public fora, broadcasting of radio spots and programs with local actors, organizing an open day on Resolution 1325 supported by regional and local authorities, training local media and traditional communicators on PANR1325 and R1325 creating WhatsApp groups on topics such as conflict management including land conflicts, women’s roles in land commissions, etc.).
- Organize an annual review of progress and learning, share and disseminate results (bringing together 25 participants per workshop).
Competencies
- Technical/functional competencies required
- Professional experience in the field of gender equality, women’s empowerment, conflict prevention and management, governance, violence against women including sexual and gender-based violence, and related legislation.
- Proven experience in the management of development projects, more specifically peace and social cohesion projects, and in the participation of women in community mechanisms such as land commissions for the management of natural resources (COFO).
- Proven experience in networking women’s associations and organizations to facilitate advocacy and
- advocacy and social influence.
- Ability to work with technical and admiring departments on a unifying project.
- Ability to document and analyze changes in results.
- Ability to monitor and measure results based on a well-established monitoring-evaluation system.
- Other skills which, although not required, may be an asset for the execution of services
- Understanding of UN Women’s mandate, knowledge of the environment, presence in the field,
- Application of “DO NO HARM” approaches.
