The Legal Services Facility (LSF) has opened the window calling for proposals for Improving Quality, Capacity and Sustainability of Paralegal Services through Zonal Mentor Organization Modal (ZMOs).
Currently funded by the Royal Danish Embassy(DANIDA), the LSF aims to promote and protect human rights for all, particularly for women, girls and marginalized groups. The organization supports institutional and technical capacities of legal aid and paralegal service providers and the monitoring of legal aid and paralegal services across the country.
Funding Information
- The duration of a proposed action will not exceed 12 months and will not be less than 12 months.
- The maximum grant available for each Zonal Mentor Organization (ZMO) to perform the roles under this call is TZS 78,000,000/- of which each ZMO will mentor an average of 10 to 13 paralegal organizations in the respective zone.

Actions which will be financed under this call for proposals are:
- Those providing for approaches for the capacity development needs of paralegal units. This includes describing a clear approach on how it’s going to assist the LSF secretariat on identifying paralegal units’ capacity develop needs and monitor their growth.
- Helping to clarify to paralegal units LSF objectives and results in all program aspects.
- Tailored to assist the LSF secretariat to follow-up on paralegal units’ sound program implementation and finance management
- Prepared to review quarterly paralegal implementation reports and submit to the LSF
- Tailored to assist paralegal units to improve partnerships amongst themselves and other legal services stakeholders
- Tailored to assists and monitor paralegal units’ provision of quality legal Aid services in a specific zone.
- To mentor paralegal organizations on organizational sustainability
Locations
For this specific call for proposal Improving Quality, Capacity and Sustainability of Paralegal Services: Call for Zonal Mentor Organizations(ZMOs), eligible applicants should have physical presence in the specific regions of the following zones; Northern Zone (Arusha, Tanga and Kilimanjaro); Central Zone (Morogoro, Dodoma and Tabora); Coastal Zone (Dar es Salaam, Pwani and Zanzibar); Lake Zone(Mara, Mwanza, Shinyanga and Simiyu); Western Zone( Katavi, Kigoma, Geita and Kagera ); Southern Coastal Zone( Lindi, Mtwara and Ruvuma) and Southern Highlands Zone( Mbeya, Njombe and Iringa).
Eligibility Criteria
- Civil Society Organizations, which are not for profit and which one of their core interventions involves policy advocacy or are involved in the provision of legal aid, including paralegal services, or with proven capacity on mentorship skills, trainer and capacity to improve collaboration with the lower-level local government authorities and other informal leaders.
- In order to be eligible for the call for proposal, applicant organizations must demonstrate that:
- They are legally existing not for profit Civil Society organizations/non-governmental organizations;
- A solid, transparent governance structure;
- Well established (financial, M&E) management systems and report writing skills;
- Experience with capacity building approaches to individuals, groups, organizations i.e. paralegals organizations and local government authority;
- Have well-functioning office in the specific region;
- Experience in working with paralegals and proven track record for providing support to the established paralegal units/organizations will be an added advantage
- Experience in working with the local government authorities at different levels.
- Potential applicants cannot participate in this call for proposals or be awarded grants if:
- they are bankrupt or wound up, have their affairs administered by the courts, have entered into an arrangement with creditors;
- they are guilty of grave professional misconduct proven by any means which the Legal Services Facility can justify;
- they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the United Republic of Tanzania;
- they have been the subject of a judgement for fraud, corruption, involvement in a criminal organization or any other illegal activity.
- Applicants are excluded from the award of grants if
- they are guilty of misrepresentation of the information required by the Legal Services Facility or fail to supply this information;
- have attempted to obtain confidential information or influence the proposal evaluation by the Legal Services Facility during the evaluation process.
