The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State (INL) announces an open competition for organizations to submit applications to carry out a project to: design, manage, and administer training for federal and state investigators to improve high-impact crime investigations linked to Transnational Crime Organizations (TCO’s).
This project aligns with Mexican and United States priorities, which include reducing homicide rates, human and firearm’s trafficking, and trafficking in controlled substances. The awardee will review and evaluate criminal investigation course curriculum and materials developed by the Mexican Prosecutor General’s Office (“Fiscalia de la Republica – FGR”), partner states, and INL to start development of this project.
Project Goals
- Improve high-impact crime investigations at the state and federal level, increasing prosecution rates for TCO-related crimes.
- Increase the use of state judicially authorized communications intercepts in high-impact crimes investigations.
- Increase investigative capacity to reduce homicide rates, human and firearm’s trafficking, and trafficking in controlled substances.
Project Objectives
- Objective 1: Improve federal and state investigators’ knowledge and skills through training and certification to ensure high-quality performance during the investigation of high-impact crimes, such as homicides, narcotics trafficking, or other crimes related to transnational criminal organizations.
- Objective 2: Implement policies and mechanisms which ensures optimal participation of investigators in prosecutors’ offices.
- Objective 3: Increase the use of state judicially authorized communications intercept investigations to target high-impact crimes such as homicide, narcotics trafficking, or other crimes related to transnational criminal organizations.

Participants and Audiences
State and federal investigators are the target recipients of the Investigations Course. State AGOs will receive technical assistance when implementing model policies and best practices. State prosecutors, investigators and analysts will receive training and technical assistance in judicially authorized communications intercept investigations.
