UNDP is calling civil society organizations for the presentation of projects oriented to attention at the local level of the people in a situation of gender violence in the framework of the emergency sanitary for the second wave of COVID-19 spotlight Initiative.
In the framework of the health crisis caused by COVID-19, this call will prioritize projects in the territories of the provinces of Salta and/or Jujuy that:
- Address the creation, adaptation, quality improvement and/or accessibility of comprehensive care services for people in situations of gender violence at the local level.
- Strengthen the accessibility to care services in a comprehensive manner , in especially with regard to access to health, security, justice, territorial accompaniment, financial aid, among others.
- Seek to contribute to the development of accompanying devices and/or care aimed at people in situations of gender violence, crossed by multiple discriminations (migrants, indigenous peoples, rural, disabled, non-Spanish speaking, non-Spanish gender identities binary, among others)
Goals
The goal of the Spotlight Initiative in Argentina is to reduce violence against women and girls and, its most extreme manifestation, femicide.
From the guidelines global and regional, and a broad participatory process of exchange and consultation in the country were defined as priorities:
- ensure that the community is informed on the rights of women and girls and
- promote the availability, quality and accessibility of services for prevention, care and repair. For this, it is planned work on:
- transforming cultural patterns, attitudes and behaviors favorable to the gender equality;
- implement actions aimed at promoting policies on gender violence with a comprehensive and integrated perspective and
- guarantee the correspondence between legislated law and implemented policy. The strategy defined for implementation of the Spotlight Initiative raises the importance of an active participation of civil society, trade unions, private sector and academia, as well as a gaze focused on women and girls affected by multiple discrimination (indigenous, disabled, transgender, among others)
Objectives
- Under the Spotlight Initiative, UNDP is actively involved in Pillars 1, 4 and 5. This call is specifically framed in pillar 4 of the Initiative: “Services accessible and of quality”. This pillar refers to guaranteeing the availability, quality and access to a set of services (health, security, justice, territorial accompaniment and comprehensive care services) to respond immediately and in the long term to the needs and demands of people in situations of gender violence.
- General objective:
- In the context of the health crisis caused by the second wave of COVID-19, the called seeks to support the development of innovative and quality actions that contribute to strengthening the accessibility of comprehensive care services for people in a situation of gender violence affected by multiple discriminations, through of strengthening the capacities of civil society organizations that provide support, advice and/or comprehensive care at the local level in the territories of the provinces of Salta and/or Jujuy
- Specific objectives:
- Contribute to the development and implementation of actions that promote the creation, adaptation, quality improvement and/or accessibility to comprehensive services of care for people in situations of gender violence at the local level.
- Develop actions that seek to strengthen the accessibility, effectiveness and/or quality of care services in a comprehensive manner , especially with regard to access to health, security, justice, territorial accompaniment services, aid economic / or comprehensive care, among others.
- Promote actions / interventions at the local level that seek to contribute to development of support and / or care devices aimed at people in situations of gender violence, crossed by multiple discrimination (migrants, indigenous peoples, rural, with disabilities, no Spanish speakers, non-binary gender identities, among others).
- Attend in the design of the actions in an innovative way to the difficulties of connectivity and digital gaps that hinder access to comprehensive services of attention, in the framework of the pandemic

The intervention strategy is organized around six pillars:
- Legislation and policies
- Institutional strengthening
- Violence prevention
- Accessible and quality services
- Information management. Reliable and accessible information
- Women’s movement and civil society organizations strengthened to work on the eradication of gender violence and femicide
Themes
- The proposals submitted must be framed in one of the following lines in the territories of the provinces of Salta and/or Jujuy:
- Development of innovative proposals that promote accessibility to services comprehensive local care for people in situations of gender violence crossed by multiple discriminations.
- Improvement of the quality, efficiency and/or accessibility of the integral services of care for people in situations of gender violence affected by multiple discriminations , taking into account the obstacles to access within the framework of the pandemic in terms of connectivity, transfers, care burdens, gaps access, etc.
- Design and implementation of innovative accompaniment strategies, advice, repair, and/or comprehensive care, along the critical path of the people in situations of gender violence experienced by multiple discrimination, in the context of the pandemic.
- As general criteria, the proposals must be oriented in the territories of the provinces of Salta and/or Jujuy to:
- Contribute to the general objective and the specific objectives previously defined.
- Respond directly or indirectly to mitigate the way in which the crisis health due to the second wave of COVID-19, the manifestations of violence against women and non-binary gender identities, especially those crossed by multiple discriminations.
- Promote an innovative look that allows them to respond to the problems of access to comprehensive care services for violence against women and non-binary gender identities.
- Have an impact on women’s groups and non-binary gender identities crossed by multiple discriminations.
- Have an impact at the local level in the territories of the provinces of Salta and/or Jujuy.
- Promote the development and strengthening of grassroots social organizations territorial territory of the provinces of Salta and/or Jujuy
Funding Information
- Proposals must be for a total amount of between 500 thousand and 700 thousand pesos Argentines.
- In case the proposal is selected, the funds that are allocated must be executed within a maximum period of 5 months from the signing of the Agreement correspondent.
Eligibility Criteria
- All those civil society organizations that work and/or have an interest in working to promote the elimination of violence against women in the territories of the provinces of Salta and/or Jujuy.
- The following are considered eligible to access financing:
- Civil society organizations that have headquarters and work in the provinces of Salta and/or Jujuy.
- Networks of civil society organizations that have headquarters and work in the provinces of Salta and/or Jujuy, indicating a leading organization.
- Participation will be exclusively institutional and each organization of the Civil society may participate with a maximum of 1 (one) individual proposal and / or as part of a network of organizations. In the latter case, each organization must comply with the legal requirements.
- The social organizations and/or the social organization that leads the network of organizations that present the project must have the following documentation, which will be requested in case the CSO is the winner:
- Registration and legal status in IGJ of the CSO receiving funds.
- Full legal name and address of the applying organization
- Simple copy of the Statute of the Institution or constitutive document correspondent.
- Last balance certified by national public accountant and authority of the local professional council on which the professional reports.
- Proof of CUIT and proof of the organization’s situation against VAT and income tax
- Signed Supplier Registration Form.
- Certification of CBU of savings bank in pesos in the name of the organization, issued by the bank.
