In the perspective of the Africa France 2020 Summit, DG Trésor has launched a call for applications to select projects carried by French companies in the field of sustainable cities.
The call for projects aims at the realization of sustainable city demonstrators in Africa. Five million euros will be devoted to the financing of concrete and innovative solutions, mainly driven by French SMEs and startups. Companies are invited to propose projects in all areas associated with the sustainable city. Energy, climate, water, mobility … So many topics to enhance the innovative capacity of French companies in the field, in partnership with their local African partners. The projects will be funded through the Private Sector Study and Assistance Fund (FASEP).
Funding Information
A grant paid directly to the lead company. A total envelope of 5 million euros is made available. Since the objective is to select a dozen projects, the amounts requested should as far as possible be limited to less than 500,000 euros. Co-financing (company, beneficiary or other) is appreciated.
Sectors
All sectors related to the sustainable city are concerned: water, waste / circular economy, climate, intelligent management of energy and energy efficiency, air pollution, sustainable housing, green mobility, digital, etc
Geographic Location
All countries on the African continent are covered by the call for projects.
Eligible Projects
- The Private Sector Study and Assistance Fund (FASEP) finances the implementation of an innovative solution demonstrator for the benefit of a public actor.
- It can be a demonstrator highlighting a technology, a process, a method or an innovative service.
- The FASEP can finance both an equipment / services part, and a part of studies necessary to adapt the solution.
Project Duration
- No requirement in terms of duration.
- A concrete deliverable must be put in place before mid-2020, in order to propose concrete results at the Africa France 2020 summit.
Eligibility Criteria
- All French companies are eligible. The startups and SMEs offering innovative solutions, however, are particularly concerned. If they do not directly support the project, they need to be closely involved.
- The projects will aim as much as possible to involve local partners, NGOs or SMEs for example.
Selection Criteria
- Leverage effect
- The project must be able to generate benefits, which is evaluated in particular according to:
- Chances of replication or scaling up in, in or around the country
- The sustainability of the economic model presented for the demonstrator.
- The project must be able to generate benefits, which is evaluated in particular according to:
- Local ownership
- The project must attract support from local authorities:
- The project corresponds to the political priorities of the country;
- The recipient has clearly expressed an interest in the solution;
- The beneficiary is in a position to appropriate the demonstrator, to master its technicality and to use it in the long term.

- Export support
- The project must promote export support for French companies:
- The project itself has a strong French component (85% of added value produced in France, flexibilities being possible);
- The project can generate spin-offs for other French companies, notably in the monitoring club.

- The innovative nature of the project will be evaluated:
- The project presents an innovation, technological or not (organizational, services, a technical innovation …);
- The solution is innovative in relation to the situation in the target country;
- The solution must have a minimum level of maturity, tested on French soil or elsewhere.

- Environmental and social impacts
- Positive impact of the project in terms of combating climate change, protecting the environment
- Positive social impact of the project (job creation, integration of the informal economy, fight against poverty, training)

- Co-financing identified to complement the FASEP envelope, whether from the public beneficiary, the company itself, or other funders
- Participation of local partners (SMEs, NGOs)
- Taking into account the gender equality dimension
